"But its a bitter pill to swallow ... I expect very few people will go back." Condon and Charlie Stimac, 25, a member of the AMEX staff, announced the boycott on Monday, a few hours after Ford offered clemency to all Vietnam-era deserters and draft-dodgers who agreed to work at public service jobs "promoting national health, safety or interest" upon their return. The White House said the work period would vary case- by-case up to a maximum of 24 months, depending on military records and "other mitigating factors." Pay would compare to military pay. Stimac, a drafeesister from Detroit who runs a furnace in a Toronto brass and copper plant; said exile groups across Canada and in Britain, Sweden and France had agreed to reject Ford's plan — and to urge the boycott. Stimac said representatives of these groups would meet here over the weekend to discuss the plan and olherways to resist it. The U.S. government says Vietnam-era deserters still at large number about 12,500. It numbers fugitive draft evaders at 4,060 and says 3,000 of these are in Canada. Stimac, however, puts the number of draft and military exiles in Canada at 50,000. Interviews with several of them across Canada showed widespread rejection of Ford's clemency proposal. Of a half dozen draft dodgers and deserters polled here, not one was planning to accept the terms — and not one knew of anyone else who intended to, either. "It is too much to ask that we accept punishment for justi- fjed, resistance to the illegal 'and'immoral U.S. war in Indochina, which still rages with American dollars in violation of U.S. and international law," said Jack Calhoun, 29, a deserter from Philadelphia. Two plead guilty in narcotics crackdown LITTLE ROCK (AP) — Bobby Glenn Ferguson, 34, of Hot Springs and William Henry Jentzsch of Benton pleaded guilty Monday to indictments in a case that narcotics officers said involved the largest marijuana distribution ring in Arkansas' history. Ferguson also pleaded guilty to distributing 80 pounds of marijuana to an undercover narcotics agent, and Jentzsch pleaded guilty to possession of 1,250 pounds of marijuana. Judge Oren Harris of U.S. District Court deferred sentencing pending an investigation of the men's backgrounds. They are fret- on bond at this time. One of the indictments charged Ferguson, Jentzsch and six other men with conspiring from aboui. August 1973 to March to dislnbuie marijuana. The six others named in the indictment were John David Whitehead and Jimmy Andrew Emerson, both of North Uttle Rock; James Williams, Michael Hollis Williams and Floyd Matthew Roberts, all of Uttle Rock, and Paul Absher of Plant City, Fla. Asst. U.S. Atty. Walter Riddick said Monday he would dismiss the indictment as it pertained to James Williams because "I...have serious doubts as lo the accuracy of the identification made of this man by several witnesses." Williams was released from his bond. A s'-cond indictment charged only Ferguson with distributing 80 pounds of marijuana to undercover narcotics agent Michael Vowell in September 1973 at Benton. Ferguson was arrested in September 1973 on a state charge in the same alleged incident. That charge, which has not been prosecuted, accuses him of possession of 80 pounds of marijuana. Harry L. Hastings Sr of Uttle Rock, board chairman of Moon Distributing Co., posted a $50,000 surety bond for Ferguson on the state charge. Ferguson posted $5,000 cash on a $50,000 bond on the two federal charges. The Internal Revenue Service then placed a lien on the $5,000 to cover taxes he allegedly owes. A third indictment charged Jentzsch with possession of 1,250 pounds of marijuana in his pickup truck last Nov. 29 with intent to distribute. A second count charged him with possession of 847 grams of marijuana at his home. He pleaded guilty to both counts. Federal narcotics agent J. Bernard Redd conceded after the indictments were made public that it was possible the indictments did not include tlje persons who actually organized and financially backed the ring. Riddick said Monday it appeared authorities were no closer to finding the ultimate organizers.
