Board rejects offer to buy country club The Metropolitan Park and Recreation Board yesterday rejected a proposal to buy the 616-acre Hidden Valley Country Club and surrounding property for use as a park. The owners of the Hidden Valley property, on the west side of Bardstown Road at the Bullitt County line, offered to sell the property for about $1.5 million. The property includes a clubhouse, a nine-hole golf course, tennis courts, a swimming pool and campsites. The board said it rejected the offer because a review committee concluded it would cost about $500,000 to repair the clubhouse building. The same property has been offered to the park board in the past.

Robert Kirchdorfer, parks department director, said after the meeting that the roads to the property had been improved since the last time the board considered purchasing the land. He said flooding on the roads had been a reason for turning down the offer. The park board postponed acting on a request from the Louisville Free Public Library to install an antenna for National Public Radio stations in Central Park, in Old Louisville. court news of record The following listing is not intended to Include all matters in District and Circuit courts. A Floyd County police officer who apparently lost his misdemeanor arrest powers in February because he had not graduated from a required police training course has been enrolled in the course by Floyd County Sheriff Alex Watkins. Officer Larry Byrd, who has been with the department since Feb. 1, 1977, will start classes at the Indiana Law Enforcement Academy in Plainfield Monday, according to Maj. Herman Freed, the academy's executive director. Byrd is one of seven county officers who apparently have lost their misdemeanor arrest powers because of a state law that says that all Indiana police officers must graduate from the 10- week course within a year of joining a police department.

If officers do not attend the academy, they lose their misdemeanor arrest powers. (Such officers may make citizens' arrests in felony cases, however). The law affects all officers hired after July 6, 1972. The Courier-Journal reported in January that seven of the 20 officers in the Floyd County department had not graduated from the course. At that time, Sheriff Watkins said he did not know that attending the training course was required by law.

He said then that he had tried to enroll the officers in the course to round out their education, but that he was unable to because he was told by academy officials that classes were full. Yesterday he said he was only able to get one officer Byrd into the academy because there wasn't room for the other Floyd officers. However, Freed of the academy yesterday disputed Watkins' claim. "We've never been too full. We could've taken 25 more in the session that will end this week," he said.

"All he (Watkins) had to do was fill out applications." The other Floyd officers who have not graduated from the course are Thelma Dixon, Winston Wardrip, Joseph Krininger, Sgt. Joseph Kiesler, Jack Haeseley and Chester Melton. The seven officers continue to make misdemeanor arrests, even though they are apparently without arrest powers. The only way to stop the officers from making arrests, according to David Arthur, assistant attorney general, is for an arrested person to contest the officer's action. Arthur has said that cases involving a police officer who didn't have misdemeanor arrest powers have been dismissed from court, and evidence gathered from such officers has been suppressed by some judges.

Only one case has been filed against any of the seven Floyd officers, and it was withdrawn after it was discovered that two officers' names appeared on the arrest slip. Special deputy Earl Wenzler's name, which was on the slip along with Haeseley's, made the arrest valid. Three officers Kiesler, Haeseley and Melton are ineligible for the training course because they don't have the required high school diploma or General Equivalency Diploma. Watkins said, however, that he is still trying to get a ruling from the Indiana Law Enforcement Training Board on whether the three men are exempt from the course. Watkins first asked the board for a ruling in February, but the board declined, saying it was not a judicial body.
