The charges were announced one week after the London headquarters of Lloyd's Bank, one of Britain's four bank clearing houses, disclosed losses of up to a record $78.2 million as a result of irregularities at the small branch of the bank in Lugano. State Prosecutor Paolo Bernasconi said Colombo, who held the job since March 1973, told interrogators the losses were incurred in dealings with U.S. dollars starting last January, and later with German marks. He said Colombo steadily boosted the size of his dealings in the hope of regaining what he lost initially. At one point, he said, Colombo's dealings reached $550 million. A bank source said this was an "astronomical" sum considering the small size of the Lugano branch which has a staff of less than 20. The volume by far exceeded "the limits admissable under the bank's internal rules," the prosecutor said. He charged that Colombo hid the "very serious situation" by destroying some documents and changing "the contents of others." The prosecutor said the branch's Swiss director, Egidio - Mombelli, also suspended by Lloyds, testified he was not aware oMhe size of Colombo's transactions. He said Mombelli was asked to turn in his passport and keep himself at the disposal of investigators. The Lugano case was the latest in a series that hurt European and U.S. banks in the high-risk field of foreign exchange dealings. In the worst, the West German Herstatt Bank had to close down with a loss of almost $200 million. Firemen resume picketing LITTLE ROCK (AP) - City firemen resumed their informational picketing of City Hall Monday after a weekend recess. About 120 off-duty firemen had participated in the picketing Thursday and Friday, but the number fell to about 25 Monday. Capt. John Uekman, president of Local 34 of the International Association of Firefighters, said the picketing would continue at least through Wednesday and possibly the rest of the week. The firemen have said the picketing is the first phase of actions intended to persuade the city to grant them salary equal to that of city policemen. That request would require raises of about 10 per cent. In the second phase, Uekman has said, the firemen would respond to calls, but would not perform other duties such as maintaining stations and equipment. Coins are believed to have been first used in the second millennium B.C.
