SHALL BE TEN PERCENT PER ANNUM; THAT ALL CONTRACTS FOR AN UNLAWFUL RATE OF INTEREST SHALL BE VOID AS TO PRINCIPAL AND INTEREST; AND THAT WHEN NO RATE OF INTEREST IS AGREED UPON THE RATE SHALL BE SIX PERCENT PER ANNUM. BE IT ORDAINED BY THE PEOPLE OF THE STATE OF ARKANSAS THAT THE FOLLOWING SHALL BE AN AMENDMENT TO- THE CONSTITUTION: Section 1. Section 13 of Article XIX of the Arkansas Constitution of 1874 be and the same is hereby amended to read as follows: All contracts for an unlawful rate of interest shall be void as to principal and interest. The maximum lawful rate of interest, except when the General Assembly shall otherwise provide, shall be ten percent per annum. When no rate cf interest is agreed upon the rate shall be six percent per annum. and by this, our petition, order that the same be submitted to the people of said state, to the end that the same may be adopted or rejected by the vote of the legal voters of said state at the regular general election to be held in said state on the 5th day of November, 1974, and each of us for himself says: I have personally signed this petition; I am a legal voter of the State of Arkansas and my residence, post office address and voting precinct are correctly written after my name. Filed in the Office of the Secretary of State on June 28, 1974. KELLY BRYANT Secretary of State State of Arkansas "The wallel was found on my premises," he pointed out in a court hearing. "Therefore, unless the original owner shows up, it belongs to me." However, the court ordered him to hand the wallet and the money over to Phyllis. The court said lost property found in a public place, not traceable to the original owner, may be retained by the finder. Most c-.-jrls endorse this rule. Unclaimed money (or other valuables) found in public places, like the lobby of a hotel or the aisle of a supermarket, are usually awarded to the finder rather than Ihe management. Does it matter if the finder was a company employee? Generally, no. Thus, a bank teller who found a diamond ring near the entry way was held entitled to keep it as against the bank. So long as it was not part of his job to find lost articles, said the court, he was "on his own" in making this discovery. It may indeed matter, though, if the item was not technically lost but only mislaid (that is, laid down on purpose, then left behind by mistake). Such a case arose when a customer in ,a barber shop noticed a wallet that had been forgotten on a table. When no owner could be located the customer and the barber went to court to settle the right to the wallet. This time, the court ruled in favor of the barber, not the customer. The court said the fact that the owner of the wallet had originally placed it on the table meant that he had entrusted it to the custody of the shop. HOUSEBOAT LIVING NOT ROMANTIC AMSTERDAM (AP) - Life aboard a houseboat may seem romantic, but acute housing shortage rather than romance is the main reason thousands here have taken to the water. Amsterdam boat dwellers in the past were retired sailors. Now, families and young people figure prominently in the city's floating population which has risen sharply since World War The capital has approximately 2,500 houseboats moored along the river Amstel and on about 100 canals. An estimated 1,100 of these have not been registered with the city authorities and therefore exist illegally. However, because of the housing scarcity, there is rarely any move against the occupiers. MONDAY Give instruction to a wise man, and he will be still wiser; teach a righteous man and he will increase in learning. The fear of the Lord is the beginning of wisdom, and the knowledge of the Holy One is insight. — Proverbs 9:9,10. "A man learns only by two things: one is reading and the other is association with smarter people." — Will Rogers, American humorist. * * * * t * CONTACT: FIBER GLASS IS BIG IN BOATS ST.
