Hintz, librarian for the University of Oregon Library, will be the banquet speaker at the conference of the Oregon Library Assn. in Pendleton this weekend. Thirty-six members of the Pershing Rifles drill team of the University of Oregon Army ROTC detachment will compete through Sunday in the Pershing Rifles 11th Regiment Regional and Regimental drill competition at Fort Lawton, Wash. The northwest regional competition, the first held in four years, will draw teams from 10 northwest colleges and universities.

Oregon's team will be entered in two phases of competition regulation drill and fancy drill. The team will be accompanied by Capt. Wellington J. Got-schall and MSgt. Joseph N.

Barnett of the Army ROTC detachment here. Hintz, who spent four months in 1961 at Rajastan University in India as professor of library scence and library consultant under a Fulbright grant, will speak on "A Picture of Books and Libraries in India." Perry D. Morrison, this year's president of the association, will preside at convention meetings. Morrison is assistant librarian and head social science librarian at the university. Parliamentarian for the association is Robert McColIough, UO head humanities librarian.

A discussion of the use of photography in books will be presented by three UO representatives Martin Schmitt. curator of special collections of the University Library; Bernard Freemesser, university photographer, and Robert Kahan, graduate student in journalism. Chairman Mel Johnson said installation of belts will begin both days at 8 a.m. at Springfield High School's Silke Field on North Tenth Street.

The belts will be available at a cost of $6 each. There will be no installation charge. Jaycees last fall installed more than 850 seat belts during their initial two-day clinic. Johnson said the Jaycees will stay on the job Saturday as long as there is a demand. 41 Tenth Ave.

West, Eugene, Ollmend 5-SJU Education Strides Cited by Qovemor By CHARLOTTE 1IOWITT Register-Guard Correspondent NORTH BEND (Special) The transitional progress of education in Oregon reached another milestone with the opening of Southwestern Oregon College this past fall, Gov. Mark Hatfield said at the school's dedication ceremony here Thursday, "Oregon's rapid progress in the educational field has been possible because of fine leadership," he said. A new governor's committee, the Integrated Co-ordination Council, is presently working to fulfill the high standards of education set for this state, Hatfield commented. Beside leadership, financial support is extremely necessary, Hatfield continued, in order that salary increases and more instructors may be provided for and to develop the state scholarship program. Hatfield said that as a result of medical research at the University of Oregon Medical Hospital in Portland private foundations have invested in further research programs in the state's universities.

Congratulating citizens of Southwestern Oregon for having established the new junior college, Hatfield said it is the intent of the State Board of Higher Education to establish at least ten more similar schools throughout the state within the next 12 to 14 years. SWOC has a present enrollment of 375 students and offers the first two years of college training and includes technical vocational courses. It was established in 1961 under Oregon's Community College law. Wendell L. Van Loan is president of the college which occupies temporary quarters in Coos Bay and North Bend.

The faculty includes 66 part time and full time instructors. For Campbell The Humanities building to be constructed at the University of Oregon will be named Prince Lucien Campbell Hall in honor of the fourth president of the University. Approval of the name was given Wednesday by the State Board of Higher Education during its meeting in Portland. Prince Lucien Campbell had the longest administration of any of the presidents of the University. He was appointed president in 1902 and served until his death in 1925.

The Board also heard a report that with the approval of the Board's executive committee and the State Emergency Board contract awards have been made for the construction of the building. General construction work was awarded to Purvis Construction Spokane, on a bid of mechanical work was awarded to Urban Plumbing Heating Portland, on a bid of $168,591, and electrical work was awarded to L. Anderson said Thursday that drive events in the Eugene-Springfield area will be announced at a later date.
