The new allotment is 59.3 million, acres, down from 68 million acres alloted for the 1966-67 crop year. Agriculture Department sources indicated a month ago that an acreage reduction was coming, and the Secretary's announcement was about in line with expectations.

Freeman said wheat harvested from the smaller allotment would provide a crop of about 1.5 billion bushels "with average weather." This would be only -slightly below the 1.55 billion bushels the department has projected in its most recent estimate for the crop currently being harvested, Freeman told a news conference that negotiations with India covering aid shipments of 1.5 million more tons of food grains are nearing completion and that an announcement will be made in a few days. As part of these negotiations, India will receive matching food contributions from other countries. Freeman didn't provide any information on what portion, of this matching aid might be in the form of cash for grain purchases on U.S. markets. DePauw, R.R.

The April shipments totaled 44.1 billion cigarettes, based on Internal Revenue Service statistics. The strong gain in April came after two successive months of decline 7.4 per cent in March and 7.1 per cent in February; Taxable removals of large cigars and cigarillos totaled 643.2 million in April for a 4.5 per cent decline from the year-earlier total. Sipments of cigarette-sized cigars were down for the fourth month in a row, with removals totaling 31.7 million for a 20 per cent decline.
