Doughton will be a candidate in the Democratic 'primaries in 1914 the office of Attorney General, hat tre situation was thoroughly canvassed at the recent meeting of the State Bar Association and Mr.

Doughton received such encouragement to enter the race that his announcement will be made in a day or 60. U. S. STANDS UPON RIGHTS To Prevent Shipments of Munitions to One Country Would be Viola tionof -Neutrality Washington Dispatch, Aug. 10 The United States Government to day dispatched to Vienna a reply rejecting the Austro-IIungarian views recently set forth in a note contending that the great scale on which war munitions are being exported from America to enemies of the Germanic Allies "is not in consonance with the definition of neutrality." The reply may be made public later by agreement between the two Governments. Though framed in diplomatic language uand entirely friendly in tone, it is understood to repudiate flatly the suggestion that the United States has permitted violations of neutralityr and to stand firmly upoi the right of American exporters to send-war supplies to belligerents able to purchase and receive them.

The United States always has held that is an unquestioned right, and high officials have pointed out that to prevent such shipments one country because another was not in a position to receive them would in itself violate neutrality. Bov Snapped "Unloaded" Pistol at Girl and Girl Falls Dead. Elizabeth City Dispatch. Aug. 10. Emma Ives, a 17-year-old girl, was shot through the heart by Robert White, 15 years old.

this evening about 6 o'clock. Her father is E. W. Ives of South Creek, but she has made her home here a number of years. The shooting was accidental and occurred at the home of Paul father, on the edge of town.

Emma had been visiting Minnie WJiite a number of days. Minnie. Robert and Emma werP in the kltchin. the girls busy getting supper. Robert was playing with a pistol supposed to be unloaded.

It is understood President Wilson himself ordered the warships sent although no official here would even admit that they had sailed.

Care was taken to point out that any naval or military activity at this time would be purely precautionary and could not be construed as having any connection with the Pan-American Conference which is to be resume in York tomorrow to complete program for restoration of Government in Mexico. Death of Dr. Chas. T. Harper of Wilmington. Wilmington Star.

Aug. 10. His friends, whom he numbered by the circle of his acquaintance, will be shocked to learn of the death of Dr. Chas. Harper, one of Wilmington's best known physicians and surgeons, which occurred last evening at 6:30 o'clock at his sanitarium in this city.

He was stricken last Thursday morning with an attack of appendicitis, making an operation necessary. He quickly rallied from the shock of the operation and condition apparently-was -most satisfactory until yesterday afternoon when a suddent change for the worse was noted. I had not seen one in over two years and it was like a letter from a long lost friend.
