fixing farm price ceilings Norris said he was getting behind the Barkley proposal because he be lieved it was the only practical way of obtaining final enactment ol legislation which would control both industrial wages and farm prices we pass this bill with the amendment changing the parity base it is going to be vetoed and we will not have any legislation under which industrial wages can be Norris told report ers The leadership faced a difficult parliamentary situation however in that the Senate appeared headed for a vote first on the Thomas Hatch proposal Conceding that this amendment was likely to be written into the bill they expressed confidence the Barkley amendment then would be adopted in its place This would nullify the first WASHINGTON Sept Use of a giant government pur chasing organization to create in effect a single market for farm products was reported today to be one possible result if President Roosevelt decides on direct action to stabilize prices and wages It probably would be one of the later steps informed persons said and would be preceded by more generalized and less drastic moves irst of all if the program un derstood to have been outlined for him followed the President would1 allocate the sup plies of whatever commodities were to be brought under control with a request to the primary markets to buy within certain price limits and to sell within a specified markup to the secondary markets The wholesalers and retailers would be under price regulations already in 'effect The actual force of this initial order which might specify areas of distribution for some products so as to equalize purchasing op I portunities might be no more than that of a request but as a presidential request in wartime it would carrry considerable weight A similar method was used in fix ing prices on many items prior to enactment of the price control law Stragglers could be brought in to line through control of trans portation and priorities it was ex plained If defections became seri ous enough to threaten the entire program then the allocation pro gram could be backed up by a re I quisitioning order using the Com I modify Credit Corporation as the operating agency Such a plan as outlined by in formed persons who preferred not to be quoted directly at this stage of developments would work this way: The President would allocate all of the available supplies of the commodity according to needs first call going to the armed forces i second to the lend lease program and the last to civilians Purchases under the allocation w'ould be: at not more than fixed prices If an individual balked at the allocation order the requisition power would be employed through the Commodity Credit Corpora tion which could what it needed and pay fair and rea sonable as provided by law This price presumably would be that fixed under the allocation program There are other means by which the overall problem could be handled some experts say but the allocation plan appears to be the most probable choice Mr Roosevelt is understood to have had the orders for such a program on his desk since before Labor Day and was prepared to use them until he decided at the last minute to give congress a new opportunity to with the prob lem Some of his closest advisers urged the slower course in the belief that the President's position would be stronger if he eventually decided to act directly The allocation power lies large ly in the second war powers bills which removes from the requisi tioning law the ban against tak ing machinery or equipment which is in actual use in connec tion with any operating factory or business and which is necessary to the operation of such factory or business Another law provides authority to establish priorities and allocate material and is broad enough to 1 cover all contracts sub contracts and orders deemed or appropriate to promote the defense I of the United As for wage stabilization Mr Roosevelt has made it clear that he feels he has ample authority I He did not ask for additional pow er in that field in his message to congress Instead he told them: "At the same time that farm prices are stabilized wages can and will be stablized This I will do" Some of the same authority which might be used in price stab ilization could be called into serv ice with respect to reluctant em ployers and employes Oh
