Malaysia (AP) Prime Minister Tunku Abdul Rahman told the politically restless Borneo state of Sabah yesterday that any move to secede from the Malaysian federation would he futile and dangerous.

Rahman issued the warning in Sabah's astern port city of Sandakan. He is making a flying tour of Borneo to calm unrest there following Singapore's withdrawal Aug. 9 from the two-year-old federation. Rahman's failure to consult Sabah leaders on the Singapore separation and the secrecy with which it was arranged stirred resentment in Sabah's ruling circles. A Sabah faction within the governing Alliance Coalition Party earlier this week demanded a review of Sabah's position within Malayisa.

In Sandakan, Rahman said it was "useless to think in terms of seceding" because Sabah commands only 16 votes in the 145-seat House of Representatives. The Malaysian constitution does not provide for secession, and an amendment must, be passed by parliament to permit the withdrawal of a state, as was done in the case of Singapore. About 1,000 persons were vaccinated during the scare. The Fublic Health Service announced the change in diagnosis yesterday after tests of antibodies in the blood of the recovered patient showed she had had no trace of smallpox infection. Instead, the service said, there were clear indications of a recent infection of chicken pox. The woman, who had then recently arrived from Ghana, was taken to a Washington hospital during May with symptoms and a rash similar to both chicken pox and smallpox. Tests at first confirmed the disease as smallpox, which isn't as rare in Africa as it is in the United States.
