SALINA JOURNAL Money FRIDAY, MAY 15, 1998 A7 BANKRUPTCY Bankruptcy bill debated ;.While Clinton supports ••change, GOP-pushed ''measure may face veto ''By The Associated Press 1i "^ — — •'" WASHIlwiGN — Legislation to overhaul personal bankruptcy ' laws, supported by the credit card industry and opposed by consumer groups, was approved Thursday by the House Judiciary Committee. After several days of debate on what has become a highly charged political issue, the panel voted 18-10 to send the GOP- backed bill to the full House. A similar measure is pending in the Senate. Only two Democrats, Rick Boucher of Virginia and Steven Rothman of New Jersey, voted in favor. The Clinton administration, , which supports some changes in the bankruptcy laws, is threatening a veto. "We are abusing the American public with this kind of legislation." Rep. Sheila Jackson Lee D-Texas The far-reaching bill would establish a "needs" test to determine how much debt relief people filing for bankruptcy protection should receive and how much they are able to repay. That requirement has drawn the ire of Democrats, who also contend the legislation would hurt children of single parents. Democrats, backed by Hillary Rodham Clinton, have called attention to another provision that they say would make thousands of mothers and children owed support take a back seat to credit card companies in collecting debts from fathers who file for bankruptcy protection. "We are abusing the American public with this kind of legislation," Rep. Sheila Jackson-Lee, D-Texas, said before the vote. Proponents insist it would help people with good credit records by cracking down on debtor abuse and thereby lowering interest rates for credit cards. The measure, sponsored by Rep. George Gekas, R-Pa., would require debtors to file under Chapter 13 of the bankruptcy code, subject to a court-ordered repayment plan, if they earned at least 100 percent of the U.S. median income (now about $39,000) and had the ability to repay at least 20 percent of their debt over five years. Child-rearing expenses would be subtracted before calculating the ability to repay. Such debtors could not file under the more liberal Chapter 7, in which some debts can be erased. T JOB MARKET Employers scramble for help Lack of skilled laborers challenges businesses, may be long-term issue By The Associated Press WASHINGTON — Chevron has given up trying to hire computer programmers. When the giant oil company needs help now, it contracts out. "We have trouble competing with Silicon Valley," said Chairman Kenneth T. Derr. "We don't have enough critical mass. So, we're outsourcing." Like Chevron, businesses large and small are feeling the pinch of the tightest American labor market in a generation, and not just for high-tech jobs. They're offering higher salaries, providing extra training — and lobbying Congress for more immigrant visas — as they scramble to find workers with the skills they need. A bill the Senate plans to consider this week would increase the visas for skilled foreign workers by 30,000 this year. THE MARKET IN REVIEW Although good news for American workers, April's 4.3 percent unemployment rate — the lowest since 1970, when Richard Nixon was president — presents a challenge for American employers. A record 29 percent of the 600,000 small businesses that belong to the National Federation of Independent Business report hard-to-fill job openings, according to a recent survey. In fact, 17 percent said that was the most pressing problem they faced. The issue also was on the minds of members of The Business Council, executives running the country's largest companies, when they met last week in Williamsburg, Va. A report prepared for the executives by 20 economists from member corporations repeatedly mentioned problems with tight labor markets: • "Competition for business school graduates is intense, especially in the finance area." • "Skilled workers are difficult to find, especially in information technology." • "Wages for sales clerks are in- T PROMOTION creasing faster than overall wages, but still clerks are difficult to recruit and retain." In fact, if not for recent improvements in productivity — through computers and other high-tech machines — the trouble finding skilled workers probably would pinch economic growth, the executives said. ' ' "It's remarkable, with unemployment as low as it's been for 18 months or so, that the economy continues to proceed at a brisk pace," said Larry Bossidy, chairman of AlliedSignal, which makes aerospace and automotive profl ucts, chemicals and plastics. Business executives are looking at the skilled worker shortage as a long-term problem and see a nee,3 for education changes. "Even at the factory floor level, today you need to be computer literate," said Ralph S. Larsen, chairman of Johnson & Johnson, a health care manufacturer. "Our secondary school programs are not producing that kind of student^ so we've had to supplement that with our own training program." Burger King customers can receive a sample-size two-roll portion free between 6 and 11 a.m. at any of the three locations, 520 S. Broadway, 316 E. Iron or 2650 S. Ninth. "Cini minis" are the heart of the cinnamon roll served hot with icing on the side. The item became a permanent part of Burger King's menu on April 27. "It's a great way for everyone to get a taste test. It's a great product, and we're really proud of it," said Donna Woods, marketing and public relations manager for Horizon Food Service Inc., Lincoln, Neb: Horizon Food Service is a Burger King franchisee and operates 29 Burger King Restaurants through Nebraska and Kansas, including the restaurants in Salina. Pillsbury created the new "Cini- minis" recipe exclusively for Burger King. Both Burger King and Pillsbury are subsidiaries of Dia- geo, one of the world's leading consumer product businesses.
