His forthright opinions were invariably delivered in his booming country baritone, rich with humor and warmth. He was particularly outspoken about the roots of country music and his dislike of Music City's pop-crossover record making. "Country music is like a religion to me," he elaborated during a 1995 interview.

"I get very emotional about it, to the point of tears; it stirs me that deeply." Born in 1927, the Nashville native served in the Army in 1945-46. In 1950 he realized his youthful ambition by becoming the steel guitarist in the band of future Country Music Hall of Fame member Hank Snow. He performed on the Grand Ole Opry with Snow in 1951-52 and continued to tour and record with the superstar until 1954. "Back then the '40s and the '50s there was no money. Those of us who were in the business were in it because we loved it and because we had to do it.

As a record manufacturer, song publisher, SESAC performancerights executive and musician, Mr. Talbot contributed to the development of Music Row for more than 50 years.

He was lifetime director, past board chairman and past president of the Country Music Association. He was also a past Board Chairman of the CounTALBOT try Music Foundation, which operates the Country Music Hall of Fame. His death, at home, came after he was diagnosed with lung cancer four weeks ago. Joe Talbot would have turned 73 today. Mr.

Talbot also served on the boards of the Recording Academy, the Gospel Music Association, the Nashville Better Business Bureau and Sun Trust Bank. Don Sundquist named Circuit Judge Robert Wedemeyer of Clarksville to the Court of Criminal Appeals yesterday. Wedemeyer, 48, has been a circuit judge in Montgomery and Robertson counties since 1990.

He succeeds Judge John Peay on the appellate court. Peay retired WEDEMEYER in December. "It's just an honor to be appointed and I look forward to working hard" on the court, Wedemeyer said. "I think we have some really fine judges on that court right now and I'm looking forward to working with those judges. I feel like the experience I've had with handing criminal cases at the trial level will be very helpful to me." Sundquist called Wedemeyer "an experienced judge with outstanding credentials.

I know he will serve the people of Middle Tennessee well." Wedemeyer said he hopes to start on the Appeals Court within the next two to three weeks, after he wraps up some pending matters in Circuit Court. The other circuit judges in the 19th Judicial Circuit will take over some cases, and others will be assigned to whoever replaces him, he said. Wedemeyer, a 1973 graduate of Vanderbilt University, earned his law degree at Memphis State in 1976. Born in Symco, Waupaca County, WI, he was the son of the late Frank and Bessie (Cate) Seaver. He was raised in Ripon, WI, where he attended public schools and Ripon College. Commissioned a Second Lieutenant in the U.S. Army in 1935, he served on active duty for most of the ensuing years, retiring in 1965 with the rank of Colonel. His last assignment was as Commanding Officer of the 66th Military Intelligence Group in Stuttgart, Germany.

During his service, he was awarded the Legion of Merit, Army Commendation Medal with three clusters, along with 1 other recognition. Following military service, he pursued other government and private positions until his final retirement in 1975. In addition to his wife of 64 years, he is survived by five children, three daughters-in-law, six grandchildren, four greatgrandchildren, many other relatives. He was a member of Kiwanis, the Retired Officers Association, and the U.S. Army CIC Association.

A memorial service will be 2 P.M. saturdya, March 25, 2000, at St. David's Episcopal Church. Visitation to folow. There will be a service and inurnment at Arlington National Cemetery, Washington, DC, at a later date.
