Trying to unseat Burnham and his People's National Congress was his arch-rival Dr. Cheddi Jagan, a U.S.-educated Marxist who leads the People's Progressive party. Jagan's party, numerically the largest in the past three elections, won 45.8 per cent of the 1964 vote. Burnham's party won 40.52 and teamed with the anti-Communist United Force party, led by Peter D'Aguiar, to form the government. Since then, defections from Jagan's party and the United Force have made Burnham's party the biggest in the National Assembly, with 26 seats to 21 for Jagan and six for D'Aguiar. Then Britain ruled the Idaho- sized nation on the northeast coast of South America, Jagan was premier and there were bloody clashes between Negroes and Jagan's compatriots of East Indian descent.
