The Kenosha Police and Fire Commission (PFC) directed Police Chief John Morrissey to review a July 2012 tasing of Keenan Smith (caught on dash cam) and the purported falsified police report of the incident. The PFC accepted a report from Morrissey along with two internal and two "independent" reviews. Morrissey has made multiple claims in the reports, on the Kenosha Police Department website and in interviews, stating that all the investigators worked separately in developing their opinions.
