the Mekong Delta Almost four weeks after the cease-fire was signed effective supervision efforts have added up to about zero here and in the rest of South Vietnam "IF THEY are determined to fight out he said will fight And we certainly are not going' to climb on our white chargers and wade in -with clubs to stop them All carrying when I go in is my sunglasses" Screaton heads a team from the International Commission for Control and Supervision (ICCS) here to work with a team from the four-power Joint Military Commission (JMC) to try to convert the cease-fire into peace But the JMC composed of South Vietnamese Viet Cong North Vietnamese and Ameri-UNTIL it does Screaton informed here because the Viet delegation has not arrived UNTIL it does Screaton insists his ICCS team cannot function and practically useless because of our vast ignorance of the land the people and everything else about Vietnam that we were depnd-ing on the JMC to help us Screaton has had cease-firewatching experience along the Suez Canal and other places "where you could tell one side from the But telling one side from the other in South Vietnam and who holds what land is difficult So is determining who is guilty of any cease-fire violation "IF EVIDENCE can be established clearly as to date time and place of said Screaton an ICCS team will go 'here along with interpreters and members of the JMC to talk to the people If there is no one to question once the team arrives I suppose we can do much he said if it is a village and there is someone there we can question them and then come back here and try to agree on what we saw and heard" Each national delegation on an ICCS team representing Canada Hungary Indonesia and Poland then would compile its own account of the incident If there is unanimous agreement an official report would be sent to ICCS headquarters in Saigon If there is no agreement each national delegation is free to forward its own view of what happened Screaton said UNFORTUNATELY added there is no provision in the ceasa-fire agreement to force a guilty party to make amends even if the ICCS (team can agree on what happened Some form of international censure might evolve after the international conference to guarantee the Vietnam peace convenes Monday in Paris But most analysts here believe the ICCS is not going to be a cease-fire safeguard unless it shows more muscle than it has so far And some here see ICCS reports only gathering dust like those of the international control commission set up to poll ice the 1954 Vietnam ceasefire THE PATTERN already seems set that each side will blame the other for thousands of violations while covering its own tracks by denying everything To guard against secret infiltration from North Vietnam in this area which includes vast stretches of prime infiltration territory along the Cambodian the ICCS has only one ounost as yet unmanned It's at Hong Ngu on the Mekong River a few miles from the border THE CEASE-FIRE agreement makes Hong Ngu the official of for Communist arms entering this part of South Vietnam an the one to one replacement basis prescribed in the agreement But most here believe Hong Ngu will be a port of entry at which the ICCS will see only what the Communists want it to see Some analysts here visualize the Communists ritualistically checking a few boxes of rifles and ammunition through Hong Ngu once in a while for the sake of form while continuing to funnel the big shipments the old along jungle trails and down the river An ICCS team in Hang Ngu would be helpless even to find out about
