LONDON, Aug. The Times commenting upon the controversy between the United States and Mexico over the Cutting case says: The chief difficulty in tbe way of an amicable and speody settlement of the trouble is Cutting's appeal to the angry pas- lions ot the Texans and tbe desire on the part of the dormant raider on both'sides of the frontier for an outbreak in order to restore, their contraband trade.
