DeVito yesterday said the U.S. Postal Service has instructed his office to reduce spending by $500,000 by the end of this fiscal year, June 30. DeVito announced the cost-cutting directive during a press conference at which Paul Carlin, assistant postmaster general for employe relations, said the Postal Service expects a $1.5 billion deficit by the end of June. Speaking yesterday morning in the new federal building, Carlin said that the Louisville reduction is part of a nationwide effort by the Postal Service to cut into that deficit. The increase in the price of stamps to 13 cents, which took effect at the end of December, won't be enough to offset the expected shortage, Carlin said, because it came too late.

He said the Postal Service wanted the increase to take effect last June, but the Postal. Rate Commission delayed action on the request. The deficit, Carlin said, means the Postal Service is "facing a very grave financial crisis." DeVito said yesterday that he was first informed of the $500,000 local reduction about two weeks ago. He said he still wasn't sure where all the cuts will be made in the $37 million budget for the Louisville system, which includes about 145 associate offices. But he said his office has "a rather high overtime rate" and would attempt to cut it in half in the next few months.

He said his office wouldn't fill vacancies, and would restrict spending to goods and services that are regarded as essential to operations. DeVito acknowledged that the measures he suggested wouldn't be enough to come up with the $500,000 reduction, but he added that other possibilities are being investigated. During his remarks Carlin said the Postal Service plans to reassign workers to more efficient operations, eliminate some overtime, ban outside hiring, cut out some smaller offices, and reduce its work force through attrition. There will be no layoffs, Carlin said, because the service's agreement with its 700,000 workers doesn't allow layoffs. Even if all the steps Carlin proposed result in the projected savings of about $300 million nationwide, he said there would still be a deficit of $1.2 billion.

He added, however, that the Postal Service is also asking Congress for a "onetime subsidy" that wonld cover the deficit. DeVito said that the Louisville office has reduced its total work force from about 2,400 three years ago to 2,000 now. He said the office has no deficit. Carlin attributed part of this to the "concentration of heavy mailers" in the area. He said that the state would have most of the same rights given to intervenors. "The people of Kentucky are going to have some hard questions to ask me," said Stanonis, who has been in his job for about one month. It appeared that the department may have jumped out ahead of other Kentucky agencies, which were also considering but had not decided what to do about Marble Hill. Charles Hardin, head of the state's radiological health program, said he was suprised to learn of Stanonis' action. He said that his department had been considering what action to take.

Hardin said that the final decision on which state agency takes the lead in watching the progress of Marble Hill will be made by Gov. Carroll. In Indiana, the state Environmental Management Board has asked to intervene under the "interested state" rule. Hoefling said that Mrs. Elizabeth Bowers, chairman of the licensing board, wants assurances from the Indiana attorney general that the environmental agency is the state's choice to handle the matter.

He said he thought that the attorney general of Kentucky, Robert Stephens, would be in the same position if it wasn't clear which Kentucky agency should be involved. The Kentucky Health Department has long monitored radiation primarily its medical uses, but also the commercial nuclear waste disposal site at Maxey Flats, in Fleming County in north-central Kentucky. Hardin said that it "would be a possibility" that waste material from Marble Hill would be shipped to Maxey Flats. (2) After the assessment books are complete in the aforementioned manner, the City Clerk shall make out the tax bills therefrom. Each bill shall show each lot and the assessment thereon separately, the names of the owners, and the ad valorem tax rate, total tax due, and the annual improvement assessment fee. the amount of the assessment, the annual garbage collection assessment, and the total amount of the bill. (3) Upon delivery of such bill, payment shall be made to the City Treasurer of the City of Beechwood Village.

The City shall have a lien for all taxes, assessments, and charges provided for herein as of January 1, 1976, and the collection of such delinquent taxes and charges shall be made in the manner prescribed by law. (4) The proceeds of the ad valorem taxes are to be used for general operating purposes of the City, including but not limiting same to the purchasing of City supplies, improvements of streets, sanitary conditions and other improvements to the City and the payment of expense in the general function of the City and for the other necessary and proper municipal functions. (5) The proceeds of the an. nual Improvement assessment, and the annual garbage collection assessment shall be used as described in Ordinance 12, Series 1959, and Ordinance 8, Series 1970. (6) The tax rate in the year 1976 is hereby fixed at the rate of Twenty-four cents ($.24) per Hundred ($100.00) Dollars of property as assessed for taxation.

Said tax shall be due and payable as follows: March 1, 1976 to April 1, 1976 Face amount of bill less discount of two percent (2). April 2, 1976 to May 1, 1976 Face amount of bill. May 2, 1976 to June 1, 1976 Face amount of bill plus penalty of ten percent (10) plus interest at the rate of six percent (6) per annum from March 1, 1976, until paid. After June 1, 1976 Face amount of bill plus penally Twenty percent (uo) plus in- terest at the rate of six percent (6) per annum from March 1, 1976 until paid. (7) The annual improvement assessment rate for the year 1976 Is hereby fixed at the rate of One Dollar Fifty Cents ($1.50) per one Hundred Dollars ($100.00) of land value as assessed for taxation, but in no event shall the amount fixed hereby exceed the amount fixed for the year 1973, the levying being made herewith concurrently with the levy of taxes for general city purposes and such levy shall be placed upon the General City Tax Bill for the year 1976.

Said annual improvement assessment shall be due and payable between March 1 and April 1, 1976, and not subject to any discount. If the payment of any assessment is not made by May 2, 1976, the assessment shall be considered delinquent and added penalty of ten (10) percent of the amount of the assessment through June 1, 1976, and an added penalty of twenty (20) percent thereafter plus interest thereon at the rate of six (6) percent from March 1, 1976, shall thereupon become due and may be collected thereafter in the same manner prescribed by law for the collec tion of delinquent taxes. (8) The annual garbaqe collection assessment for the year 1976 is hereby fixed at the rale of Twelve Dollars (512.00) per vear per single family residence and per unit in any multiple family buildira In the City of Beechwood Village, and shall be due and payable at the same time and in the same manner and with the same penalties as provided for the annual improvement assessment provided for herein and set out above In Paragraph 7, and shall not be subiect to discount.
