Anti-Vice Drive Scores Success Steubenville, Ohio, Nov. 8 (JF) Anti-vice and crime movements in this bustling river town of 40,000 have flashed and died like a Roman candle in the last 20 years, but the latest crusade initiated by 12 militant Protestant ministers has displayed a more robust nature.

The pastors started grappling with the city's well-established underworld just a year ago after a former Marine officer watching a dice game in a cafe-gambling joint in the red-light district was wounded fatally by a stray bullet. Word immediately went out for the town to "close up" for a while. Clergymen Band Together. Two aggressive pastors, the Rev. Robert K.

Russell, former Pennsylvania deputy sheriff and president of the Steubenville Ministerial Association, and Dr. Norman E. Nygaard, pastor of the city's fashionable Westminster Presbyterian Church, decided that the time was opportune to make certain the vice dens stayed closed. Banding together, the 12 ministers told their parishioners that Steubenville was a vice-ridden city. They said they intended to clean it up and keep it that way.

The pastors asked City Council for police powers, authority to carry arms and to recruit 20 World War II veterans as a strong-arm squad. This special police force was to be used to break up vice dens with crowbars and sledge hammers, Dr. Nygaard declared. Minister Gathers Evidence. The ministers held citizens' rallies and carried petitions to Gov-eernor Frank Lausche and later to his successor, Thomas Herbert.

When it appeared that the City Council would not deputize them, the ministers incorporated as "The Society for the Prevention of Crime" under an old Ohio law put on the books in the days when horse-stealing was a common crime. Mr. Russell personally has led Sheriff Robert D. Bates and his deputies on raids' upon city and county gambling establishments. Once the ministers placed one of their number in the sheriff's office to prevent any possibility of a tip-off.

Donning a shirt and grease-stained trousers, the onetime deputy turned minister gathered evidence on "numbers" operators, presented it to the grand jury, and obtained indictments. Mr. Russell says that houses of prostitution still are running despite his efforts, but he believes that, on the whole, City officials are enforcing the law. Slot Machines Vanish. The ministers declare they are determined to continue their crusade until the city is rid of all vice and crime.

What have the ministers accomplished? Punchboards and slot machines have vanished from drug and cigar stores, confectioneries, and lodge rooms. Back-room poker games have disappeared. The city's biggest gambling casino has been closed for almost a year. The ministers spiked an effort to revive operations at a dog-racing track. Mr.

Russell says there still is gambling in "key" clubs behind steel doors and that bookie establishments still are operating. Crusade Began In 1938. The wave of fines and jail sentences for the most notorious of the racketeers finally spent itself in the "maze of title searches through which the investigation led. The city's dog track, in which Al Capone had an interest, did a flourishing business for four years.
