A program to offer 10,000 farmers and farm workers a chance to leave nonproductive lands east and south of the Dakotas for work cn stock and dairy farms suffering labor shortages took shape today. The federally-sponsored project, an outgrowth of small-scale experiments in Kentucky and Wisconsin, was described as intended ultimately to help farmers in all their annual seasonal labor problems, although the immediate goal is to bolster dairy and livestock production. Program Is Voluntary. Carl Gibboney, Washington, rural rehabilitation director for the Farm Security Administration, expressed to a conference of federal and state officials from throughout the vast area hope that 10,000 farmers and workers now "under-employed" could be placed where needed by March 1.

Walter Erb, Chicago, chairman rf a recruitment committee, emphasized that the program was purely voluntary and designed rnly to get farm operators needing labor in touch with men whose farming skills were not fully used in their present work, whether as small farm owners or as hands. All Are Eligible. Erb. regional farm placement representative of the War Manpower Commission, explained that any man feeling he would be more useful to the war effort in another farm job or region was eligible for transfer in the program. The U.

S. Employment Service offices will receive appli cations and an effort will be made t- place men as close as possible to their present homes, Erb said. Erb continued that the only inducement to be offered anyone would be his wages and the hired labor perquisites prevailing in the area. These he explained as housing, meat and milk for his family and garden and chicken-raising space usually provided to tenant farmers. These vary according to localities.

Training Provided. Should an applicant need training on mechanized equipment such as tractors and milking machines, Erb said, facilities of the federal office of education in state vocational agricultural schools would be available. Transportation expenses would be defrayed by the F.S.A. Erb also emphasized that the W.M.C. and U.S.E.S.

would make no "raids" on farm hands now employ3d to the best of their capabilities. "We're only going into areas where men are not fully employed, whether by themselves or by others," he said. Little Expense Expected. Erb declared the whole program, embracing all states east and south of the great plains, essentially as co-ordination of work already started by the F.S.A., the W.M.C., and various state agencies. Because of this, predicted, the cost will be comparatively small.

Working with Erb's committee will be the committees on transportation, training, labor and housing, and placement. Sickness of 22 Laid to Poisoning In Restaurant Food poisoning was believed to have caused the illness of twenty-two women employes of the du Pont neoprcne plant at a Christmas dinner Monday night in a Louisville State Board of Health reported yesterday. All but one of the women reported for work yesterday, the plant's personnel department said, and three were sent nome because they were too ill to work. One cf the girls fainted on the job. the others worked only part of the time they were in the plant and were attended by a nurse throughout the day.

Epidemiologists at the health board believed that the contamination resulted from turkey served at the dinner.
