The statement was made Thursday by Mario Obledo, secretary of health and welfare. But three of the nonprofit job-finding agencies, contacted by The Associated Press, took issue with Obledo. Obledo has been critical of the federal plan. He told reporters that about 2,500 the 12,000 refugees who have gone through Camp Pendleton are on California welfare rolls. He said the federal government promises to pay, but it isn't helping much on education.

Also, Obledo said, the refugees are worsening a tight job situation. Obledo termed the programs inefficient but said he knew of no illegal activity. He added: "Most the money kept by volunteer organizations and very littie gets to the refugees." Federal contracts allocate $500 for each resettled refugee. Congress approved $70 million for this purpose. Obledo's chief deputy, Robert Gnaizda, said the organizations take $200 "off the top" for overhead.

Dick Welch, head of the state's refugee task force, said: "We do not yet have a definitive analysis from the legal department, so it's difficult to say at this point whether agencies are abiding by their obligations." Tennessee native marks 111th birthday Sunday SAGINAW, Mich. (AP), Mrs Viola Sanders will mark her 111th birthday anniversary tomorrow at the Hoyt Nursing Home here. She was born July 20, 1865 in Grundy County, but spent most her life in Tracy, according to nursing home officials. Mrs. Sanders raised 15 children.

Army Corps sued for alleged loss from Ohio locks Associated Press WASHINGTON The U.S. Army Corps of Engineers is accused in a $46.8 million suit of causing damage by constructing navigation locks on the Ohio River. The class, action suit, was filed Thursday in Court Claims in Washington, alleging loss of farm land and other property along the Indiana and Kentucky shores of the Ohio.

The suit was filed on behalf of Earl Loesch, Tobinsport, and Henriella Bynon, Tell City, and all other persons who own land along the river and its tributaries between Louisville and Uniontown, Ky. It says the navigation locks raised the river's pool level and its tributaries, causserious erosion along the Perry County, banks and adjacent areas of Kentucky. Claims made in filing a lawsuit give only one version of the case. After 19 days on the critical list at Norton-Children's Hospitals, a baby boy found abandoned June 30 in southwestern Jefferson County is dead. Matthew Moses Doe, named by a hospital supervisor, was taken to General Hospital last night for an autopsy, according to Deputy Coroner Robert M.

Adams. The results will not be known for several days. County police said the infant's death will be treated as a murder. Though doctors had been able to stabilize his condition, the baby never was able to breathe without the aid of a hospital respirator. Daniel Hayes, 8, of 4020 Blevins Gap Road, and Craig Peace, 12, of 4412 Ble- vins Gap Road, on June 30 found Matthew Moses who had been abandoned in their neighborhood.

Police said the baby had been born about 45 minutes before he was found. The infant was given emergency treatment at SS. Mary Elizabeth Hospital and later that day was admitted to Norton-Children's Hospitals. After receiving a number of offers of help the Children's Hospital Foundation established a fund to help cover the costs of the baby's care. The fund collected $204.
