A. Tittle prepped here and Maravich dribbled here, some people in this Bayou country still feel there is a gap in the football culture here. What Baton Rouge wants is to become a permanent host for the Division II national championship. It wants it so bad that Mayor W. W.

Dumas comes on the television every other commercial urging his city to back a football game here today. The whole thing should come under the heading collective madness a city trying to show that it is capable, body-wise, of supporting a football championship. But because today's Grantland Rice Bowl features Western Kentucky University against the University of New Hampshire, there is suspicion. ABC will televise this game (Channel 32, 1 p.m.) which is the semifinals of the Division II playoffs. The winner advances to the national championship next Saturday in Sacramento, Calif-, in the Camellia Bowl.

ABC televised the game last year. "It rained and 1,500 people showed up," said one of ABC's producers. "We kept trying to take crowd shots, but there weren't enough people sitting together. I think Baton Rouge has to prove it wants a national championship before it gets one," he said. If nothing else, the bizarre events in the buildup to this game have produced the biggest promotion since toothpaste came up with fluoride.

About the teams. Western comes in already proven. It beat Grambling here two years ago with a kindergarten gang. Now, a seasoned Western, with 16 players back from the 1973 group, hopes to take New Hampshire to the senior prom. New Hampshire, meanwhile, comes down South with the reputation of being a weak sister from up East.

It has played a lollipop schedule and will more than likely be playing a Henry Kissinger role while Western is causing war. Western has a 104 record; New Hamp shire is 92. Western's bland offense is a bowl of beans compared to the enemy's smorgasboard attack. But the heart of Western's merriment is the defense led by little All-America linebacker Rick Green, who is put together better than two all-beef patties, special sauce lettuce cheese pickles onions on a sesame seed bun! Western coach Jimmy Feix has flitted around this city with an uneasiness. He seems more concerned than ever before about a game.

At practice Thursday, he called his team together for some quick advice. "We're here to have fun, but we're here to get to California, too." He also told his team to stay away from ft dozen candidates for the Grantland Rice Bowl queen, who are staying down the hall from the players. Tonight Kentucky Slate plays its most important one. The 43rd annual Orange Blossom Classic, one of the. oldest post-season games in existence, will match Kentucky State and Florida at 8 o'clock (Channel 15, Louisville).

It will be a most interesting encounter for Kentucky State, a team which won seven of its first eight games, then lost its last two. It was like two different seasons. A defense-minded team Kentucky State actually got its invitation to this game in Miami's Orange Bowl a month ago. One can assume that was partly responsible for Kentucky State's lackadaisical performances in its final two games. But State coach LeRoy Smith says this will be the toughest assignment of all.

Instead, the big tournament was awarded to Tampa, Fla. A third bidder was Springfield, 111. The tourney's host city is picked more than three years in advance. It will be held in Oklahoma City next year, at Reno in 1977 and at St.

Louis in '78. Upward of 30.000 men compete annually. Tampa was chosen after a 3 12-hour meeting of a special 12-man site-selection committee at ABC offices in Greendale, a Milwaukee suburb. Final presentations were made by delegations from the three bidding cities, and the committee announced its decision afterward. "No reasons are ever given by a site committee for its choice," an ABC spokesman said by phone from Greendale.

"But Tampa made a bid once before, in 1967, and lost to Miami Beach. And, like Louisville, it will have a new building to house the tournament." Commonwealth Convention Center, under construction in downtown, Louisville, was to have been the lanes site if the tourney had come here in '79. Louisvillians at the Greendale session were Harry New, Bill Doyle and Sonny Frantz, representing bowlers; Larry Updike, director of the new convention center, and Lew Tingley of the Convention Bureau. The ABC tournament has been held here only once, back inl906. The tourney began in 1901.
