Roosevelt, died of cancer yesterday at Montefiore Hospital in the Bronx. She was 69.

Unlike the younger of her four brothers who grew up at the White House, Mrs. Halsted already was married when her father was elected president in 1932. However, she spent considerable time there as a young mother and later as her father's trusted aide during World War II. She also went with him to the Yalta conference in 1945. President Roosevelt, the 32nd chief executive died during his fourth term in 194S.

His wife, Eleanor, died in 1962. Mrs. Halsted's third husband. Dr. James A.

Halsted, is a clinical professor at Albany, N.Y., Medical College. Previously, she was divorced from Curtis B. Dall in 1934, and from John Boettiger, who committed suicide in 1952. (Mrs. Halsted lived in Lexington, for about a year early in the 1960s when her husband was an official at the University of Kentucky medical school).

After World War II, Mrs. Halsted was co-host with her mother of an ABC radio network discussion program. Mrs. Halsted was an early advocate of equal rights for women. She was a member of the President's Citizen Advisory Council on the Status of Women in 1968, and also was vice chairman of the President's Commission for the Observance of Human Rights.

Born Anna Roosevelt in New York City May 3, 1906, she was the eldest of the five Roosevelt children. Jj.f.-K Isaac Levy, a founder of CBS, dies at age 83 i PHILADELPHIA (AP) Isac (Ike) Levy, a founder of the Columbia Broad- casting System and friend of millionaires and movie stars, died Saturday in his Rittenhouse Square apartment. He was 83, and had been ill for the past year. Levy persuaded his brother, Leon Levy, to give up his dental practice, and together thev founded radio station WCAU in 1924.

Leon Levy remains the No. 2 stock- holder at CBS. WCAU was the first affiliate of the Columbia Phonograph Broadcasting Sys- tern. The brothers, along with William Paley, now CBS board chairman, par- laved their broadcast business into the CBS radio network. 1-65 traffic delays expected to continue during bridge repairs Motorists upset by traffic tie-ups on Interstate 65 over the weekend should avoid traveling that route or brace themselves for more frustration, says the district highway engineer.

Traffic jams that reportedly backed up cars for almost 10 miles at times were caused by resurfacing a bridge on 1-65 near Lebanon Junction. The tie-ups resulted in eight property-damage accidents and complaints to the news media about the closing of lanes on a holiday weekend. R. C. Aldrich, district highway engineer, said yesterday that work was not completed on the bridge by the weekend because weather conditions weren't suitable for laying a new surface.

Aldrich also said five more bridges on the interstate are scheduled for resurfacing. Since the work can't be completed when the temperature is below 45 degrees, Aldrich said, construction delays may continue until spring. He said the resurfacing of bridges between Lebanon Junction and Shep-herdsville will close one lane in each direction at the six points. The increases, effective with deliveries from midnight yesterday, were approved by Britain's price commission and were the first price hikes in a year. An imperial gallon of gasoline one-fifth larger than a U.S. gallon now will cost British motorists the equivalent of $1.60.
