Both were in serious condition last night at General Hospital. Mrs. Anna Luenberter, 80, of 920 E. Madison, received multiple fractures of the left leg when she was struck as she was crossing Preston at Madison. The driver of the car, John W.

Bailey, 43, of 1024 S. Floyd, was charged with reckless driving and assault and battery. In Night Court his case was continued until November 26. Helem Foutch, 3903 Taylor Boulevard, was struck as he was crossing the boulevard near his home at about 11 p.m. His left leg was broken and he suffered possible concussions.

The name of the driver of the car was not available. 28 Tickets Given On Parked Trucks At least 28 truck owners learned yesterday morning that the City's new ordinance banning overnight parking of trucks on city streets has gone into effect. The ordinance officially became effective November 1, but because of numerous protests it was not enforced immediately. Traffic records indicated yesterday at least 28 tickets had been issued Thursday night for truck-parking violations. The Small Truck Owners Association will meet at 7:30 p.m.

Kendall Weir's dark 'De-emphasis' Presidents Are Disbanded Washington, Nov. 14 The group of college presidents who set a broad sports de-emphasis program in motion a year ago formally disbanded today. A spokesman said the committee was "highly encouraged" by the response to its proposals.

"You couldn't say the reaction has been sensational," the committee secretary, Raymond F. Howes, told a reporter. "But we have made a lot of small gains and the total gain is very impressive." The committee, you'll remember, is a special division of the American Council on Education. It was organized last November to make a study of the role of college presidents in shaping the athletic fortunes of their schools. The 11 presidents named to the committee decided there was too much emphasis on sports in institutions of higher learning and listed ways of toning it down.

The full council later adopted committee program. Bucceroni Beats Nardico New York, Nov. 14 (JP) Rangy Dan Bucceroni blasted swarming Danny Nardico with chopping, inside lefts and rattling rights, dropping the Tampa, gamester for a nine-count in the 10th and last round to win a unanimous decision tonight In a gruelling battle. Bucceroni weighed 185, Nardico 175V4.

The Philadelphia heavyweight, with height, weight and reach on his swarming opponent, controlled the head-to-head battling through the early rounds. Although he tired in the late rounds against his ever-onward foe, Bucceroni almost ended the fight with a smashing right over Nardico's ear in the tenth. Automatic Count Nardico, dazed and hurt, bounced up quickly but backed against the ropes and looked idly around. "Dado will get in there and bang away for a knockout," said Reggie Ichinose, acting manager of Hawaii's little brown doll. Wise money, however, gives Shirai a slight edge in his first defense of the title he took from Marino here last May. First, Shirai has the boxing class of a true champion. Second, he is 29 and Dado is a 36-year-old grandfather. Youth helps on the long, 15-round route.

There is a feel of winter in the Tokyo air. But promoters expect a sellout crowd of 30,000 when Shirai and Marino tee off against each other in outdoor Korakeun Stadium.
