For a town of its size, Harpers Ferry probably takes all honors for figuring in historic strategies of war. As if John Brown's epical raid on the arsenal in 1859 were not enough, the town again echoed to the sound of history-making gunfire during the Civil War, when after a short bombardment from surrounding mountains Union-held town capitulated to the Confederate forces. In 1796 Washington himself had marvelled at the sight of the two rivers rushing through the gap in the Blue Ridge, and had instigated the location of the government arsenal there.

Thomas Jefferson sat on a rock above the town to watch the Shenandoah come up from his beloved Valley of Virginia, and there wrote the bulk of his "Notes of Virginia." Robert Harper, the ferryman, who originally bought the townsite and in 1780 its first house, still standing, died before he could see his town at the peak of its development. Just before the Civil War the U. S. arsenal and Hall's Rifle on nearby Herr's Island, supported a population of 4000. Most of these departed after the war, when it became apparent that the two principal industries, destroyed by Confederate cannon, would never be restored.

Tourist trade later boosted the population to aobut 2000. That boom passed, the floods discouraged many, and now the population is dwindling yearly. In spite of its present shabbiness, the future of Harpers Ferry as a resort appears a bright one, if the government decides to develop it into- an historic shrine. When a bridge again spans the Potomac from Maryland to West Virginia (construction was suspended because of the war) traffic arteries from Virginia and West Virginia will again converge on Harpers Ferry. Huddled on a precipitous hillside, as if scorning to accept the comforts of the rolling plateau to the west, the city hasjback "yards" that approach the perpendicular, and a main street whose ascent requires low gear of an automobile and strong legs of a pedestrian.
