Bond, 56, 7612 Lancer Lane, a guidance counselor 12 years at North Central High School, died Thursday in Methodist Hospital. A former teacher, he was associated with Washington Township Schools 30 years and was an officer in the township's Education Association. He was a lifelong Indianapolis resident and a member of St.

Lawrence Catholic Church, Indiana State and National Teachers associations, and Nora Lions Club. He was a Marine Corps veteran of World War II and received bachelor's and master's degrees from Butler University. Ball State's Refusal To Deduct Dues OKd Ball State University has the right to refuse to deduct union dues from faculty payrolls, the First District Indiana Court of Appeals ruled Thursday. The court sustained former Henry Circuit Court Judge Wesley W. Ratliff Jr. against the American Federation of Teachers and Richard M. Lawrence.

The decision notes that payroll deductions are required only for members of the American Federation of State, County and Municipal Employees, which negotiated them in its contract for nonfaculty employees. dues deduction is a privilege won by a union through the give-and-take of collective bargaining with an employer," the appeals court said. Walker, 86, 1604 East LeGrande Avenue, former voting machine shop superintendent for the Marion County Election Board, died Thursday in Providence Hospital at Cincinnati, Ohio. A native of Philadelphia, he lived in Indianapolis most of his life. Mr.

Walker joined the voting machine shop in 1949 and was in charge of supervising the set-up and operation of the machines prior to elections. He went into semi-retirement in 1955, but continued preparing the machines immediately prior to elections as an assistant supervisor many years. He served as Republican chairman for the 17th Ward 15 years and as a precinct committeeman 25 years. Mr. Walker also was superintendent of the county highway garage in the early 1950s.

He held various Republican Party offices and had worked in the county treasurer's office. Services are pending at Wilson-St. Pierre Chapel of the Chimes. Survivors include a son, George C. Walker, and a daughter, Mrs.

STAR STATE REPORT New Albany, Ind. The president of Kentucky Liquid Recycling Inc. doesn't plan to comply with a court order to remove hazardous chemical wastes from a warehouse here by a court-ordered deadline today. In Floyd Superior Court, Special Judge Scott T. Miller of HarrisonCrawford Circuit Court Wednesday gave the firm 48 hours to begin removing the chemicals from a warehouse in an industrial-residential section of this Ohio River community, in accordance with a previous court order.

If the firm does not comply with Miller's instructions, the judge said he will give city officials the authority to remove the chemicals and to bill the recycling firm for the expense. But the firm's president, Donald E. Distler of Louisville, who did not attend the hearing Wednesday, said he cannot meet the deadline. LEWIS A. Endres, attorney for the New Albany Zoning Appeals Board, said Thursday that the firm still has made no move to comply with the court's order.

According to James M. Hunt, coordinator of the State Board of Health's liquid industrial waste hauling program, the warehouse contains more than 40,000 gallons of the chemicals, including flammable industrial solvents and trichlorethylene, which produces toxic gas when burned. The chemicals came from a number of industries which had contracted with Kentucky Liquid Recycling for waste disposal, said Hunt, who testified for the city. Some of it might have been stored in about 100 metal drums in large tanks for more than a year, he added. Hunt said he is not sure what is in some of the drums at the warehouse.

City officials asked for the con- City Man Sentenced On Conviction Tied To Strike Incident Wallace R. Blessing, 54, 6414 Castle Avenue, Thursday was sentenced to six months' probation, ordered to pay partial restitution of $750 and court costs and received a suspended sentence of 180 days at the Indiana State Farm on a malicious-mischief conviction. The charge stemmed from an incident on Sept. 6.

1979, when Blessing allegedly threw a brick through the windshield of an auto driven by Robert E. Plummer, 38, Southport, during a strike at the Indiana Farm Bureau Cooperative Association's warehouse complex at 2435 Kentucky Avenue. Blessing was a striking member of Teamsters' Local 135 during the incident. Plummer is president of Detectors, a security agency that was protecting the premises when the incident occurred. Fragments of glass lodged in Plummer's eyes, forcing him to seek hospital treatment, according to his attorney, Ann Wilcox.

The sentence was handed down by Municipal Court, Room 6, Judge Richard E. Sallee. Blessing was found guilty by Sallee on Dec. 26, 1979. 'Confrontation' Ends With Fatal Shooting kind of confrontation." Shelby C.
