NOVEMBER 14, 1979- THE INDIANAPOLIS STAR -PAGE 59 City State American Legion Plans To Form Chaplains Group A national American Legion chaplain organization will be formed during a meeting being held at Legion headquarters in Indianapolis. The Legion chaplains' conference will end today. Citing a nationwide resurgence of concern about spiritual standards, Chaplain Karl E. Kniseley of Glendale, said he believes a national organization of the chaplains could have a positive influence. Chaplain Kniseley, a Lutheran and coordinator of Glendale Police Department chaplains, said the Legion is very concerned about the survival of the family.

Legion post chaplains have not had the training they need to cope with some problems, and in-depth study is being made to correct this, he said. The Rev. Jerome Fortenberry of St. Louis, a Roman Catholic priest and national Legion chaplain in 1973 and 1974, will outline this morning what is expected from Legion post chaplains. Mrs.

Edward (Mary) Wellman, a Catholic of East Springfield, and national chaplain of the American Legion Auxiliary, said the Legion and Auxiliary are working to halt child abuse and neglect. Another goal, she said, is to try to put prayer back into schools. There are 1,800 Legion chaplains and 16,000 Legion posts in the U.S. Changes In Society Lessens Seniors' Role Changes in society have deemphasized the possible contributions of senior citizens, a national religious executive told the Institute on Religion and Aging Tuesday. Speaking at the Indiana Interchurch Center, Betty Letzig of New York City, Protestant vice-president of the National Inter-Faith Coalition on Aging, challenged the group to undertake innovative tasks for older citizens through churches and synagogues.

Such a law is believed needed, the association stated, because local zoning laws hamper implementation of Public Law 126 enacted this year, authorizing assistance to the retarded and victims of cerebral palsy, epilepsy or autism living in such residences for up to eight persons. Though special or conditional use zoning permits can be granted, many communities resist this action on grounds that allowing one group home will lead to others, and to oversaturation, the association reported. As a safeguard for this concern, the proposed legislation would specify that no two such residences could within 1,000 feet of each other. Eighteen other states are reported to have laws of the type proposed.

The dinner is sponsored by central Indiana March of Dimes to fund research and medical programs and the organization's Project Concern, a hotline for persons with questions on pregnancy and parenting. Caldwell will be roasted by various persons, including Mayor William H. Hudnut, Mike Ahern of WISH-TV, R.K. Shull of The Indianapolis News, Don Hein of WTHR- TV, Joe Pickett of WXLW radio, and Reid Duffy of WRTV. Last year's "turkey," WISH sports director Chet Coppock, will be host to the program.

College foreign student advisers from Indiana will meet Thursday at Purdue University to discuss what information is needed by the federal government regarding enrollment of Iranians in their schools. President Carter has asked the Justice Department to deport Iranian students who are not in compliance with their entry visas to the United States.

The action is part of the response to Americans being held hostage at the U.S. Embassy in Tehran. Arthur H. Tichenor, adviser to foreign students at Purdue, said he organized Thursday's meeting so he and his counterparts on other campuses will be able to provide necessary data to the Immigration and Naturalization Service. Tichenor said every Iranian student in the U.S.

has been ordered to register with that agency by Dec. 14. Information required of the Iranians includes proof they are in school on a full-time basis, have their fees paid and a valid passport. "It's really nothing more than they are supposed to have anyway," Tichenor said. He estimated there are about 700 Iranians studying on Hoosier campuses, including about 130 at Purdue.

Only foreign student advisers from schools where there are a significant number of Iranians will attend Thursday's session. Participants are expected from Indiana University, Indiana University-Purdue University at Indianapolis, Indiana State and Ball State universities and the Indiana Institute of Technology at Fort Wayne. There are an estimated 50,000 Iranian students in the country. White House Press Secretary Jody Powell said earlier this week there is good reason to believe many are in violation of immigration laws. Publishing Company Awarded Certificate THE STAR'S WASHINGTON BUREAU Washington The Federal Communications Commission handed down an order Tuesday giving the Truth Publishing Elkhart, a tax certificate in connection with its 1977 sale of one-third interest in Valley Cablevision which serves 11 Indiana counties.

At one time, cross-relationships existed between the Truth company and two other owners of Valley Cablevision-Michiana Telecasting Corp. (WSBT-TV), South Bend, and Schurz Communications, (WNDU-TV), South Bend. In 1975, the Truth company received a tax certificate for its sale of WSJV-TV to WSJV Television, because the sale broke up the cross-ownership between Truth and Valley Cablevision. When the Truth company, however, sold its interest in Valley Cablevision, the FCC denied another tax certificate. The Truth company appealed to the U.S.

Court of Appeals in Washington, D.C., and won a ruling sending the case back for FCC reconsideration. FCC now has decided to grant the tax certificate even though the effect would be to give Truth two certificates for the severance of one cross-ownership relationship. It concluded that its task must be limited to determining whether a particular sale promotes FCC policies. It said the Truth company successfully demonstrated that its participation was necessary to enable its partners to dispose of their cross-owned interest in Valley Cablevision. the basis of the affidavits submitted, the commission said it believed that Truth has made that demonstration," the FCC announcement set out.

Owners of TV properties required to divest themselves to conform to FCC policies are granted tax relief in the form of certificates they use in reducing their tax liability on the proceeds from the sale. He died Tuesday in Community Hospital. He was a native of Carbondale, and lived in Indianapolis 37 years. He retired in 1975 after 23 years at Western Electric. He was a member of the International Brotherhood of Electrical Workers, Local 1504; the Fraternal Order of Police; American Legion Post 495, and St. Lawrence Catholic Church.

He was an Army veteran of World War II. Survivors include a daughter, Mrs. Douglas (Trudy) Bramell of Indian Head, and a sister, Miss Amber Wilce of Indianapolis. William Brooks Services for William Brooks, 35, Chicago, formerly of Indianapolis, will be held at 11 a.m. Saturday in Jones Funeral Home, Chicago, with burial in Forest Home Cemetery at Forest Park, Ill.

Family members, said Mr. Brooks was shot to Saturday while arguing with a tenant about security in the apartment building which he managed and in which he lived. The tenant was charged with murder. A Crawford (Miss.) native, Mr. Brooks had lived about 15 years in Indianapolis and attended School 37 and Arsenal Technical High School.

Survivors include his wife, Mrs. Hittie Brooks, and a daughter, Miss LaTonya Brooks of Indianapolis. James V. Bell Services for James Virgil Bell, 46, 2333 Sheldon Avenue, a machinist for Indiana Concrete and Pipe will be held at 1 p.m. Friday in Stuart Mortuary, with burial in New Crown Cemetery.

He died Monday in Wishard Memorial Hospital. Born in Owensboro, he lived in Indianapolis 25 years. He was a member Owensboro (Ky.) Baptist Church and United Brotherhood of Pipefitters Local 120. Survivors include his wife, Mrs. Betty Jean Bell; two sons, James V.

Bell Jr. and Lyndon Bell; and three daughters, the Misses Shirley Ann, Sonja Jean and Zandra Diane Bell, all of Indianapolis. Gilbert Weesner Wabash, Ind. Services for Gilbert Weesner, 72, Wabash, will be held here at 2 p.m. Friday in Eddingfield Mortuary, with burial in Falls Cemetery.

Mr. Weesner, former manager of a laundry and dry cleaners, suffered a fatal heart attack Monday while at work at the mortuary. Survivors include his wife, Mrs. Helen Weesner; a son, Dr. Gary L.

Weesner, superintendent of Washington Township schools in Indianapolis, and a stepson, Richard Sager of Nevada. Robert N. Poehler Robert N. Poehler, 62, a lifetime resident of Indianapolis, died Tuesday St. Francis Hospital Center.

Services will be held at 1 p.m. Thursday in G.H. Herrmann Madison Avenue Funeral Home, with burial in Round Hill Cemetery. He was an Army veteran of World War II and an electrical contractor at Hadley Electric Co. 44 years.

Survivors include his wife, Mrs. Florence Poehler; and his parents, Mr. and Mrs. Nicholas H. Poehler of Indianapolis.

Mrs. Alderson Mrs. Richard (Cassie) Alderson, 92, an Indianapolis resident 42 years, died Tuesday in Winona Memorial Hospital. Services will be held at 10 a.m. Friday in Conkle Speedway Funeral Home, with burial in Washington Park North Cemetery.

Born at Deerfield, Ohio, she was an Indianapolis resident 37 years. 1911 graduate of Mount Union College, Alliance, Ohio, she had taught at Grand River Institute near Cleveland. Formerly of 210 South Ritter Avenue here, she was a member of Irvington United Methodist Church, Woman's Christian Temperance Union, Parhesian Club, Martha Washington Club, Woman's Society of Christian Service and the women's group of Washington High School.
