Rutledge Mina Leona Tripp Kristine M. Yanda Vance Pat Jennings, ex-congressman from Virginia Associated Press Marlon, Va. Pat Jennings, who parlayed his ties to Democratic presidents into perks for his poor Virginia district during 12 years In Congress, died Tuesday after a tractor he was driving overturned and crushed him. He was 74. A Democrat, Jennings was elected to Congress from Virginia's 9th District In 1954 and served six terms.

His 12-year tenure ended when Republican William C. Wampler defeated him in 1966. After his defeat, his colleagues elected him clerk of the House, an administrative job he held until November 1975. After leaving the House, Jennings returned to his farm and car dealership in Virginia. He had been clearing brush on a slope behind the Marion auto dealership when his tractor overturned.

In Congress, Jennings allied himself with Presidents John F. Kennedy and Lyndon B. Johnson, often trading upon his seat on the House Ways and Means Committee to win a presidential blessing for projects in his district. "His mission was to take care of a very poor area of Virginia, and he used the federal government to make it possible," said Larry Sabato, a University of Virginia political scientist. Jennings was particularly fond of the folksy Johnson.

The congressman supported U.S. Involvement In the Vietnam War, but later questioned the wisdom of LBJ's expensive War on Poverty back home at the same time. Manuel Gonzalez, FBI's 1st Hispanic assistant director Associated Press Washington Assistant FBI Director Manuel J. Gonzalez, head of the bureau's personnel division and the first agent of Hispanic origin to serve as assistant director, has died at 50. The 21 -year veteran special agent died Monday of natural causes, the bureau announced Tuesday.

After five years with the New York Police Department, where he became a detective. Gonzalez Joined the FBI In 1973. He served in the FBI's Philadelphia, New York and Miami field offices and as the bureau's ombudsman. He was named chief Investigator In 1983 for the President's Commission on Organized Crime and later worked in the organized crime section at FBI headquarters. "Manny represented the best of the FBI the past and the future.

He served his country and the law enforcement community unselfishly and distinguished himself in a variety of assignments," said FBI Director Louis J. Freeh, who named Gonzalez an assistant director last October. Freeh cited Gonzalez's "total professionalism, outstanding achievements and, most of all, his compassion to others" in awarding him the FBI Medal for Meritorious Achievement last week. He Is survived by his wife. Sherry; two sons, Nicholas and Anthony; and a daughter, Teresa.
