UNDERSTANDING IOWA CHILDREN RESOLVING CONFLICTS IN LOYALTY The National Parent-Teacher magazine for January, 195H, contains an illuminatin;: discussion of the qu,s.io:i of children's tattling. The article tells of vandals who destroyed a ureat deal of public and personal property in classrooms ovov a period of sov- oral weeks. The' identify of the culprits was known to a number of their schoolmates, but no one reported Ihem. No one wanted to be a ".stool-pigeon." The school used the episodes of vandalism as an impetus to assign students to interview law enforcement personnel about the reasons behind many kinds nf law. Students discovered information about the cost of the van dulism to each taxpayer, incluil- THE EMBLEM OF DEPENDABILITY in." their own parents. They interviewed students whose personal po ; ; u'.ssions had heen destroyed — :OIM" valued creative works were impassible to replace. Tho interviews were used la further a discussion of the conflicting loyaKies that tug at all of us. None of us wants to be a squealer, but these children were >n an especially difficult position If they Littlcd, they were 'squealers'; if they did not, their parents, their frauds, and they tlu-m- «-lvc-s might be future victims of the vandals. They were helped to see that rules and law enforcement agencies are not separate from them as persons but are actually extensions of their own selves as citizens. Though they a re seldom exercised, citizens do have certain powers of arrest, and citizen-; do have an interest in placing moral responsibility to the community high on the list of guiding principles of conduct.
