The Conrler-Jornl Washington Bureau. Washington, Sept. 28. After six years as the "boy wonder" of New Deal agencies, 29-year-old Edward F. Trichard, is leaving Washington Sunday to return to Kentucky.

He and 31-year-old Phil P. Ardery will open a law firm next week, with offices in Frankfort and Lexington. Ardery and Prichard were schoolmates at the Paris, High School and roommates at Harvard Law School. Ardery, who practiced law in Frankfort two years before entering the Army, recently returned as a lieutenant colonel in the Army Air Forces with a record of 14 months as squadron commander in bombing attacks in the Middle East. He was appointed a member of Gov.

S. S. Willis' Kentucky Aeronautics Commission Tuesday. Apparently concerned lest Prichard be part of an exodus of young New Dealers, Attorney General Tom Clark recently offered to make him assistant attorney general in charge of antitrust prosecutions, a post once occupied by Thurman Arnold. Prichard declined.

Morning Prayer and Sermon by Dean Wicker LOUISVILLE GOSPEL TABERNACLE Slat and Oak Street Christian and Missionary Alliance Rev. G. Edward Ilaria. Minister 10:45 "Children of the King" Frankfort, Sept. 28 () The State Alcoholic Beverage Control Board announced today it would issue licenses to four dealers in Louisville and Northern Kentucky, as ordered by Circuit Judpe V.

B. Ardery, pending final decision on the cases by the Court of Appeals. Those who Ret the licenses, pending final ruling, are: Milton and Rose Klein, Louisville, retail drink liquor license, and Irvin B. Voelckler, Louisville, retail liquor package license, denied by the Board under the quota system: Edward Bau-mer, operator of B. B.

Liquor Wholesalers, Newport wholesaler, denied renewal because of an Office of Price Administration conviction, and Pebbleford Distillers, Wilders, distillers and rectifiers, denied renewal because of O.P.A. conviction of Robert Gould of Cincinnati, a principal stockholder. Board Chairman Charles F. Brown, said the Board would decide later whether to appeal Ardery's ruling today in another case that alcoholic beverage retailers and their regular employees legally may enter their places of business on Sundays for cleaning and emergencies. In a suit brought by E.

W. Howser. Frankfort, to test a board regulation against any one entering liquor stores on Sundays, Judge Ardery specified the doors must be locked after the proprietor and employees go in and no outsiders may be admitted. Charters Granted Frankfort. Sept.
