Require Auto Safety Tests SPRINGFIELD, 111., July 2 # — If Governor Stevenson approves, motorists will have to put their automobiles through safety tests once a year in Illinois. A bill requiring inspections won final approval in the dying hours of the Illinois legislature Saturday night. It advanced to the Governor for his signature. The bill originally provided for semi-annual tests and a $1 fee. The Senate cut it to once a year and 50 cents and the House agreed. Lost in the closing shuffle was a proposal to require Circuit and Cook county Judges to run in primaries instead of being nominated by conventions. The House had endorsed the measure after eliminating State Supreme Court Justices from its provisions. The Senate, however, refused to go along with the amendment and the bill died. Also defeatec was a bill to require inoculation of dogs against rabies. The House turned down the Senate-approved bill. Before adjourning, the legislature appropriated $200,000 for civil defense and $30,000 for a commission to study means of improving economic conditions in the Crab Orchard area of southern Illinois. BUY 100 Tablets 490 Beserk Sniper Spreads Terror By Associated Press SPRINGFIELD, 111., July 2.—A berserk sniper spread terror in Springfield's downtown section yesterday for an hour before he fell wounded in a hail of police fire. Police said the man, Ray Waterfield, 39, got on the roof of the three-story Horn Hotel and started an apparently unprovoked firing at motorists and pedestrians. There were no injuries reported. City, state and sheriff's poiice closed off the area and set an ambush as thousands of residents came to the scene. Officers with machineguns, rifles, revolvers and tear gas closed in and critically wounded Waterfield in the chest, arms and leg. Attendants at St. John's Hospital said he is expected to recover. Chief of Detectives Willard Kelley said nine rifles and several revolvers were found on Waterfield's roof-top arsenal. He said Waterfield was a resident of the hotel and a truck driver for the Central Illinois Light Company. wis.
