Winston: half brother Morris Woolridge: stepsister Candace L. Washington: grandfather Shelby Sloan. Carmel councilman seeks smoking limits in public buildings By Rob Schneider STAR STAFF WRITER A Carmel city councilman has again unveiled a sweeping proposal that would clamp down on smoking in public places ranging from banks to dentists' waiting rooms. The proposed ordinance is full of the usual legal definitions and code situations, but Councilman James Quinn sums up his motivation in six words: It's the right thing to do. Secondhand smoke might kill in a less spectacular fashion than drunken drivers, but it still poses a danger and needs to be regulated, Quinn said.

A person spraying someone with a chemical spray made up of the contents of secondhand smoke would be subject to arrest for assault because he would be placing the other person's life in danger, Quinn noted. "But the fact that the delivery system happens to be a cigarette makes it OK." In 1993, the Environmental Protection Agency reported that breathing someone else's tobacco smoke can cause lung cancer in adults and contribute to respiratory ailments in children. Tobacco manufacturers say the harm of secondhand smoke is imaginary. Quinn's proposal is finding opposition. A spokesman for Carmel Mayor Ted Johnson says the mayor questions the need for the ordinance because many businesses already have addressed the issue.

The governmental affairs committee of the Carmel-Clay Chamber of Commerce reviewed Quinn's proposal and sees it as nothing more than an unnecessary mandate from government. While the Chamber's full board of directors will discuss the issue Wednesday, the Chamber has opposed previous anti-smoking proposals. "It is a private matter that they (businesses) should be able to take care of," said Nancy L. Blondin, president of the Chamber. The proposal, which the council is scheduled to vote on March 6, would regulate smoking in enclosed areas available to the public and businesses patronized by them.

Smoking limits Under a proposed Carmel ordinance, businesses would be required to develop smoking policies with a number of minimum requirements, such as: Prohibit smoking in conference and meeting rooms, classrooms, auditoriums, restrooms, medical facilities, hallways and elevators. I Allow employees to designate their immediate work area as a nonsmoking area. Give precedence to the rights of nonsmokers if a dispute over the smoking policy comes up. I Provide nonsmoking areas of not less than 40 percent of the seating capacity and floor space of cafeterias and employee lounges, Its Christian Premises and Marlowe's 'Tambourlaine': A Study in Renaissance Moral Philosophy. He was a past president of the National Conference on Christianity and Literature.

Survivors: wife Ruth Polston Hessman: sons Charles Robert Hessman: daughters Kathleen Merchant, Susan Groce, Joni Burris, Julienne Hessman: brother John Hessman: sister Rosemary Miller: 12 grandchildren; 10 greatgrandchildren. The ordinance lists examples of places that would be affected as stores, hotels, pharmacies, attorneys' and other offices, groceries, and sports arenas. Restaurants having an occupied capacity of 50 or more people, as well as waiting rooms, hallways and semiprivate rooms of health facilities, also would fall subject to the ordinance.

It would still be OK to light up in homes and bars, where the serving of food is incidental to the consumption of beverages. Hotel rooms are another place you could pull out a cigarette as well as stores that deal exclusively in the sale of tobacco and smoking paraphernalia. Carmel already bans, smoking in City Hall and limits 1 in other government offices. At least four cities including Bloomington, Fort Wayne, Richmond and Indianapolis have some type of no-smoking ordinances that affect some nonpublic buildings. Quinn came up with a similar proposal in 1993, but held off introducing it because Congress had taken up the issue.

That effort, however, failed to produce any national smoking regulations. For The Record BIRTHS COMMUNITY HOSPITAL EAST Boy LACEY, Karen. Girl BLACK, Jennifer. COMMUNITY HOSPITAL NORTH Boys BRUCKMAN, Glenn and BIDDLE-BRUCKMAN. Laura; LANE, Stephen and Crickett.
