The rules have been in effect on an interim basis for two years. It asked Congress for legislation to clarify the FCC's role in regulating CATV, since "we are clearly concerned here with new and important Washington if--The Federal Communications Commission moved yesterday to protect local television operators from the mushrooming competition of community antenna television (CATV).

From its stationary position 22,300 miles above the Atlantic, between Brazil and Africa, the spacecraft relayed live and film television transmission simultaneously, both ways, between stations in the United States and Europe for six hours.

At Andover, Maine, TV cameras were trained on engineers working a control panel, and the pictures were transmitted to a ground station at Pleumeur-Bodou, France. The black-and-white tests were the most recent in a series designed to align the spacecraft and the ground equipment in preparation for an hour-long transatlantic TV program May 2. The court was asked to decide whether the shopping center's lease of February 5, 1965, with the F. W. Wool-worth Co. violates a 1956 lease with the W. T.
