Alliance Seeks To Dispel 'Sellout' Notion Geneva, June 27 (-General Phoumi Nosavan, military strong man of the pro- Western Government of Laos, is flying to Washington Wednesday in hopes of strengthening his Government's alliance with the United States. Phoumi, commander of the 23,000 men in the U. equipped Royal Laotian Army, said Tuesday he also will report to the State Department on last week's agreement in Zurich among the heads of the three warring factions in Laos.
