The council vote^ on the contract last month, but some of the members said they had no idea a contract was involved, they said the. thought they just were voting on a resolut'on. Things came to a head at a stormy council meeting Wednesday night. Home owners protested the building of the low-cost federal houses near their $20,000 and $25,000 homes. Council members tried two avenues of escape from the citizen's wrath. One councilman attributed the blame to Mayor Earl Linogle, but the mayor snapped, "Don't try to pass the buck to me." Another councilman said he was under the impression the homes were to bie attractive ranch-style houses. The council authorized the Alton city counselor to investigate the situation. LOUIS, June 16.— An immediate drive to strengthen traffic regulations and crack down on violators has been announced for St. Louis. It was announced by Mayor Joseph M. Darst after the Safety Council of Greater St. Louis made a plea yesterday for a campaign to stop driving conditions "just short of chaotic."
