Court Chided In Gun Case A trial court should have dismissed a petition for judicial review of state police denial of a gun dealer's license renewal for Sacks Brothers Loan Company the Indiana Court of Appeals, Second District, ruled Monday. The decision did not alter the license denial, since Judge Betty Barteau had ruled in favor of Robert L. DeBard, former state police superintendent, in the case. The loan company appealed her judgment upholding the administrative decision. The appeals court found that Sacks had failed to file a transcript of the administrative hearing in time, and the trial court should have granted DeBard's motion to dismiss.
