HOOPER STAR STAFF WRITER For more than four hours, the crowd at the Indianapolis Motor Speedway sat and waited.

And waited. And waited. Several delays not all caused by Mother Nature forced race fans to sit patiently outdoors in balmy weather Saturday in what turned out to be a lengthy day for pole qualifications. With more than 100,000 people watching, crews spent the morning working to dry the track, and it appeared the job was completed by about noon. But another drying delay followed as water leaked onto the track from underneath the surface.

Qualifications, which were scheduled to start at 11 a.m., didn't even begin until 4 p.m., when the sun began to peek out. At one point, driver Jim Crawford was met by cheers as he took his warm-up laps. But Crawford blew an engine, strewing debris onto the track and forcing another delay. Midway through the afternoon, thousands of annoyed race fans left the stands In disgust. "I'm sick of all the delays.

We can't even get a green light. I didn't drive all the way up here for this," said Hoyt King of Clarksville. Tenn. "They're (the fans) a lot quiet er than last year," said Major Robert Leary of the Sheriff's De partment.

However, 30 arrests had been made by late after noon, most for underage drink ing, public intoxication and disorderly conduct, Leary said. There was an "Oasis" in the Snake Pit on Saturday. A huge tent with potted palm trees at the entrance was affixed to the backs of two cars bearing Ohio license plates. Like AFSCME, the coalition which consists of the United Auto Workers, the American Federation of Teachers and its affiliate, the Indiana State Employees Association reached a tentative agreement with the state last month.

AFSCME workers have voted on the proposal. Votes are scheduled to be counted this week. Fantauzzo conceded AFSCME may lose some members once the dues are imposed. He said provisions for a new vision plan and a freeze on workers' health insurance payments should more than make up for the cost of union dues for many employees. Fantauzzo noted that the union has made substantial expenditures on behalf of state employees, an Investment the labor group is unlikely to recoup.

ASSOCIATED PRESS Thousands of state workers represented by the American Federation of State, County and Municipal Employees could be paying $14 in monthly dues by June. The dues would mean less pay for about 4,500 state employees who belong to AFSCME. During Its 1990 campaign to represent state workers, AFSCME agreed not to Impose union dues until a contract was reached with the state. If AFSCME members endorse a preliminary settlement and Gov. Evan Bayh approves, monthly dues could be imposed by June, said Steve Fantauzzo, executive director of AFSCME's Council 62.

About 5,000 other state workers, who are represented by AFSCME but are not union' members, would not have to pay the dues, Fantauzzo said.
