Cagle was recipient of the Jim Packard Memorial plaque. (Star Photo) VEATHER IS SOMETHING Will Rogers talked about.

But he died before he could find a defini- tive line that would make us laugh at meterological mistakes. So we still spend an inordinate amount of time carrying umbrellas in the desert and catching colds on days that started out, "fair and warm." I suspect that they still make weather predictions by spinning a needle on a chart. Nonetheless, I believe the weatherman's method has grown more sophisticated in cent years, if for no other reason than the fact that he now has color charts. Forecasters have gone from, "Beats the hell out of me," to straight from the shoulder, no-nonsense predictions. Like for today they are giving It with no frills.

They are saying that we have a 50 percent chance of rain more or less. Veteran weather fans can tell you this means anything from cancel the picnic to get the ark ready. Now don't get me wrong. I have nothing against rain. It is great for farmers, rhubarb and alligators.

But it is tough on race cars. They'll turn left in the rain but not always in the proper places. The prospect of rain undoubtedly will change the race strategy for today's 500-Mile Race. The idea of a hot, humid day had crew chiefs devising complicated formulas that can be translated into "Stand on it hard, and turn left." With the possibility that wet stuff might stop the run for the dollars short of the scheduled 500 miles, all and sundry are devising a new game plan. If it looks like rain, they will stand on it hard and turn left but with concern.

If we have a steamy day, fuel will be a problem, since it will take more to keep the valves and pistons from climbing all over each other at racing speed. But, when you are driving a race car at over 200 mph almost everything is a problem. Regardless, when the flag drops, 32 drivers will be chasing the rabbit. In this instance it will be a tough Texan named A.J. Foyt.

He has won this thing three times. If he finishes in front today he'll be the first man to have his face on that trophy in four places. Foyt's straightaway speeds this month have been much faster than the rest of the gang. But several drivers are quicker through the turns. But you pass in the turns here the same way porcupines kiss very carefully.

And it will be a tough project, indeed, to pass a great competitor like Foyt in those tight quarters. Trackside sages say somebody will have to go out and put pressure on him early and hope he will break. Several drivers who are starting up front maintain, though, that they will play the waiting game. I doubt that this will happen. And for a good reason.

If they don't catch him, they ain't gonna beat him. So much for the expertise. Now that I almost have handed the checkered flag to Foyt, I'd like to make my prediction. Goes like this: last year car No. 3 won it.

Moving forward, we come to No. 2. Watch for the same guy I told you about last year. The guy in the Lone Star helmet. IF YOU WANT TO SEE SOME great racing in the early going, keep your eyes on cars 40 and 21.

Wally Dallenbach, a super charger, will be starting from the seventh row in No. 40. In the ninth row is a gent named Mario Andretti. The little man from Nazareth, the 1369 winner, usually starts so far in front, he is through the first turn before the ninth row reaches the starting line. You better believe Andretti and Dallenbach will take a run at them.

Pepe Mangual, who hit into a force play after Rich Cog-gins led off with a single, moved to second on a walk to Mike Jorgensen and took third on Larry Biittner's base hit before scoring the winning run on Carter's fly ball to center field. THE EXPOS took a 1-0 lead in the first inning when Mangual hit his second home run in two games.

He hopped on a one-strike pitch by Doug Konieczny and drove it over the left field wall. It extended Mangual's hitting streak to 17 games, tying a Montreal club record. The previous mark was held by Bob Bailey. The Astros tied the game in the bottom of the inning. With one out, Roger Metzger singled up the middle and advanced to second on Cesar Cedeno's groundout.

Bob Watson then hit a single to right and Metzger raced home ahead of the throw to the plate.
