By JULIA INMAN BACKERS OF non-commercial Channel 20 met their deadline at midnight Saturday in getting an all-important letter in the mail to Washington. In the letter were applications for matching Department of Health. Education and Welfare funds which would put the station on the air by perhaps September. To apply, the backers, including a special Task Force appointed 10 days ago by Mayor Richard Lugar, had to come up with temporary local financing required by HEW before it can allocate federal money to the proposed station. The financing was supplied by community leaders and will be redeemed by a community-wide fund drive probably in April.

METROPOLITAN Indianapolis Television Association, a non-profit group which will operate the staton, also has filed an application amendment with the Federal Communications Commission cov-ernp the use of a 200-foot tower. The tower, supplied by the WFBM-Stations, is a way around a dispute now in the FCC over the station using a new 1.000 foot tower to be built north of the city by WISH-TV. "We expect fast approval from the FCC," said Channel 20 general manager Warren Wright, indicating that a ma Channel 20 will have close to $1 million in cash and equipment. A large share of both have been donated by the three Indianapolis commercial stations, WFBM-TV, WISH-TV and WLWI-TV. He also estimates the channel's first year operating budget at $350,000.

THE STATION plans to operate from studio facilities at Christian Theological Seminary in the beginning, with offices in a buldng on loan at Oldfields. In the future, the outlet hopes to expand its facilities and use the WISH-TV taller tower if the FCC agrees to its construction. At the outset, the channel will provide childrcns programming and cultural and public affairs programs for adults in a broadcast day starting at 4 p.m. There wiil be no classroom instruction-type shows. "IT WILL serve as an advisory body," said Wright, in dicating that the non-commer cial station will need the broadest possible community sunnort and involvement. The HEW grant, which could range from $138,000 to $196,000, would go toward the first year operating expenses of the station.
