Pessimists in Germany, the world's fifth-biggest steel producer, already have begun talking of an impending disaster.

Western German steel companies in January produced 2.54 million tons of raw steel, the lowest monthly total in 10 years. Meantime, steel companies are wracking up losses, thousands of workers are being dismissed and entire factories are being shut down. The Kloeckner-Werke company has filed for court protection, while the recently merged Krupp and Hoesch companies have announced temporary plant closings in Dortmund and Rheinhausen. "We have a crisis situation which is blacker than that of the end of the 1970s and early 1980s," said Ruprect Vondran, president of the steel manufacturers' association. Heinz Kriwet, head of the top steel firm, Thyssen, is going from one crisis session to another, a major one being at the European Community to establish a system of production quotas around which the industry can retrench.

Vondran also is proposing that some companies should, provided financial incentives, voluntarily quit the business, while the remaining firms would bid for their share of production quotas. The idea of quotas is bitterly opposed by the EC Commission. "We have a crisis situation which is blacker than that of the end of the 1970s and early 1980s." Ruprect Vondran steel manufacturers' association At a meeting about the steel situation in Maastricht, however, Industry Commissioner Martin Bangemann and Competition Commissioner Karel van Miert did agree that money should be provided to help reduce job levels. At Thyssen, payrolls were cut by 3,100 jobs in the last quarter, at the same time that turnover dropped 14 percent. Through 1994, the Thyssen Stahl steel unit plans to cut 7,000 jobs, from current levels of 57,700.

Kriwet now is not even ruling out the possibility of divesting itself of the steel division. In the view of German steel firms, an entire bundle of problems has contributed to the crisis. First, it was the economic slump. Compounding the problem are cheaper East European-made steel products flooding the European market, especially Germany. After agreeing that the East Europeans, badly in need of hard currency, should have access to the EC market, the German companies began demanding the EC combat what they saw as unfair trade practices as their own situation worsened.

The latest jolt is the move by Washington to impose punitive tariffs on steel imports from seven EC countries, including Germany, and 12 other countries, for alleged dumping practices. Vondran, calling Washington's move "protectionism," estimates that if the U.S. anti-dumping tariffs stay put, it will mean that an additional 15 million tons of steel, instead of going to the United States, will flow to Europe. German steelmakers which produced 36.8 million tons in the West and 3 million tons in the East last year have contributed to their own problems by having too much extra capacity. But it is a problem throughout the EC, where the excess capacity is estimated at 25 million to 30 million tons per year.

The German steelmakers' association criticizes the EC Commission for having contributed to the situation with its subsidies, saying that since the late 1970s EC members' governments had provided some $76 billion "to conserve no longer viable capacities." Meanwhile, workers accuse steel industry managers of shortsightedness, a view the German Economics Ministry recently echoed, saying Europe's steel sector had not learned from past crises. In any event, steel, which along with coal and iron 1 used to fuel German industrialization, has shrunk massively, and has particularly changed the face of the Ruhr industrial region. In 1970, there were 350,000 people employed in western Germany's steel branch, and by 1985, the figure had dropped to 214,000. By the end of this year, the level will be at about 144,000. In former East Germany, more than 50,000 out of what had been 70,000 steel industry jobs have been cut since unification in 1990.
