Moore and the American Civil Liberties Union are in court battling over his right to continue displaying a wooden version of the Ten Commandments in his Etowah County courtroom. Young said Moore's backers don't have the financial resources of the ACLU so they have to raise money as they can. The Christian Family Association has "hundreds" of members, but annual dues are only $25. Moore contends the plaque is within his religious rights, while the ACLU claims it is a violation of the doctrine of separation of church and state.

A judge in Montgomery ordered the plaque removed, but the decision is on hold pending an appeal before the Alabama Supreme Court BIRMINGHAM A Jewish scholar said supporters of a Christian judge fighting to keep the Ten Commandments in his courtroom are exploiting religion by selling stone versions of the Old Testament laws. "Talk about the moneychangers," Leon J. Weinberger, a professor at the University of Alabama, said Thursday. The Christian Family Association, which backs Circuit Judge Roy Moore in his court battle over the Ten Commandments, is trying to raise money for the cause by selling items including a 20-inch stone version of the Commandments, which goes for $149.95. The head of the association, former Moore spokesman Dean Young, said proceeds would be used for expenses including a petition drive backing Moore.

But Weinberger, who opposes Moore's courthouse How they voted Area legislators almost were unanimous in their vote to limit abortions in the state the only exception being Democrat Barbara Boyd of Anniston. Demos voting for the proposal were Richard Laird of Roanoke, Gerald Willis of Piedmont and Richard Lindsey of Centre. Republicans in favor were Mike Rogers of Saks and Larry Sims of Eastaboga. D-Gadsden, that would require a woman to notify a doctor at least 48 hours in advance of getting an abortion is pending on the Senate calendar. The wait is intended to allow the woman to reconsider.

The same bill would require teen-agers younger than 18 to get parental consent in the presence of the abortion doctor, instead of just presenting a consent form signed by a parent. A bill that would ban partial-, birth abortions is also in line for possible final approval in the House. Lowden said he hopes those bills are approved on May 19. State records show 134 abortions in 1995 ended pregnancies of 19 weeks or more. The durations of 125 other pregnancies that same year were not indicated.

After yean of failures with getting the Legislature, particularly the Senate, to approve restrictions on abortions. Hooper said passage of the bill was "historic." The legislation requires a woman seeking an abortion after the 19th week of pregnancy to have tests to determine the ability of the fetus to live outside the womb. If the tests indicate viability, then the abortion would be blocked, unless the life of the woman was threatened or she would suffer substantial, irreversible impairment of a major bodily function, if she continued the pregnancy. It makes doctors who do not test the viability of a fetus after the 19th week of a pregnancy subject to criminal charges and lawsuits. Rep.

Laura Hall, D-Huntsville, attempted to add an amendment that would have allowed an exception for a "medical emergency." "You wouldn't want a person to about have to die Mrs. Hall said. But Rep. Garreth Moore, R-Enterprise, said he "talked to several physicians and they couldn't think of any scenario when they would do a late-term abortion on lieu of a Caesarian section. A bill by Rep.

Blaine Galliher, SUNNY KING ANNISTON Bill Curtis, head of the East Alabama, said the planning commission decided to end its contract with the CAA once the Transportation Department ordered the' agency to turn over federally funded vehicles to East Alabama. Without vehicles, "the agency couldn't follow through on their agreement," Curtis said. Last September, the CAA still had 24 buses to provide transportation for elderly and disabled residents, for children in Head Start classes, for rural residents and for some area businesses to transport employees to work. Only a few of the buses were operational, however, because of infrequent maintenance, East Alabama officials said. The CAA now has three buses, which will be turned over to East Alabama within the next two months at the end of the Head Start school year.

Last year, state Transportation officials yanked the rural transportation program from the CAA and turned it over to East Alabama, Peters said. East Alabama officials hope to bid out that program and have it operating again in the next few months, Curtis said. Contracts with area businesses to transport employees to work have dried up. The three remaining buses at the agency are now being used to transport Head Start children to class, Peters said. At the end of the school year, however, those buses and the transportation program for the children also will be turned over to the Family Services Center.
