They admit it won't happen in this year's election, but they expect to make slow, steady progress. "We're in this for the long haul," said attorney Stephen Dillon, the party's gubernatorial nominee.

Some of the party's candidates gathered for a Thursday night get-together at a Northslde home, dec- orated with campaign signs, in the 5800 block of Broadway. The number of candidates at the gathering about a dozen nearly equaled the number of Libertarians who ran for office in 1995. This year, the party is running 72 candidates in Indiana, thanks to its ability to place people on the ballot through a nominating convention instead of scouring the state for petition signatures. 'There's a big difference between having ballot access and having to petition for access," said Rob Shuford, Dillon's campaign manager. "If you don't have access, all your money goes into collecting petitions." Libertarians can run more candidates on the Indiana ballots because of the 29,263 people who voted for Dillon for secretary of state in 1994.

That vote total was more than 2 percent of the votes cast in the election for secretary of state, a number that gives the Libertarians the right under state election law to nominate candidates without gathering 30,000 petitions. More candidates could equal more votes, but the Libertarian ballot presence has not yet been overwhelming. while winner Stephen Goldsmith got 65.868. Dillon said the party made progress to get more votes from one year to another while the overall voter turnout dropped. Libertarians differ on the details of their philosophy, but their general belief is to support individual liberty and personal responsibility and oppose government control.

"For years, people have been thinking it's all the same, no matter who gets into power," said Leona McPherson, the party's nominee for lieutenant governor. She is a teacher at Broad Ripple High School. McPherson said the change came for her when she read a book by Robert Ringer, a leading Libertarian thinker. That led her to attend the party's 1992 convention and Join the organization. Kurt St.

Angelo, the Libertarian nominee for the 10th Congressional District seat, is a son of former Indiana Democratic Chairman Gordon St. Angelo. He said his father's dinner-table warnings about government led him to join the Libertarians. He's optimistic, however, because the numbers have gradually increased.
