The soft-spoken lawmaker says he has only begun considering whether to try for the statewide office, but that his interest in the office goes back to before he ever ran for the House in 1978. "It's the only part-time job left in Montgomery besides the House or Senate," he said. "I wouldn't want a full-time job there." He said he knows it would be more demanding than his current position, -but it's not like being agriculture commissioner, or state auditor or state treasurer." "I've always had a desire to do it." he said.

"I still have a desire to go to Washington to work. Willis ran for president in 1984. He ha started talking with the lobbyists he says would have to help him raise the money for a statewide race. He estimates it would cost from 8200,000 to 8300.000 to run. He spent 822,000 in his last campaign for state representative.

That was the first time one of his campaigns paid for itself, he said. He has served in the Legislature from 1978 until today, taking four years off beginning in 1982 in order to run for president. He will make his final decision by January. "I want to go to the groups that really control who gets elected," he said. "The people that pay for the campaign." So far he has received an encouraging response, he said, although he declined to say from whom.

He also has not received the final OK from his family. "That's the number one concern," he said. His three children, wife, mother and father will all have a vote in his decision. Another concern is who else might seek the office, he said. Among the names that are being mentioned are former attorney general Don Siegelman, House Ways and Means Chairman Taylor Harper.

Willis said he is not scared off by his lack of name recognition, even though he guesses his name would probably ring a bell with only 2 or 3 percent of Alabama voters. "Siegelman had good name recognition, but it didn't do him any good in his race for governor. So did Fob James." Former Gov. James also ran unsuccessfully for governor in 1990.

The key is raising enough money to tell people who you are, he said. He has not discussed his plans with any other members of the local delegation, but those reached had good things to say about him. "My immediate personal thought would be regret, because I've served with Gerald going on 10 years, and we have always gotten on well together," said Rep. Jim Campbell, D-Annistbn. "I would be sorry to see him make the decision to seek another office." Sen.

Doug Ghee, D-Anniston, said he also believes Willis would be missed. "Gerald cares a great deal about people, and works very very hard," he said. "Gerald's a good student of government. I think he is certainly Capable of being a good lieutenant governor." "Gerald's a sharp fellow," said Rep. Bobby Crow, D-Anniston.

"I don't know whether or not he could win. He would do a good job, I can say that." Willis said he would run things a little differently than the current lieutenant governor, Jim Folsom. "I would be more aggressive in making sure the Senate did the Job," he said. "I would like to see some rule changes, like the one that lets one Senator tie up everything.
