CART and USAC officials, who govern only the Indy 500, decided to provide teams with a device that would lessen the existing underside tunnels by two inches.

Thus was born the "diffuser." There are 17 new cars made by Penske, Lola and March in the 33-car field. Sixteen are at least a year old. "Originally, they were going to let the 1989 and older cars run as is," said Tom Sneva, who drives a 1989 Penske-built car. "But the car owners got worried and got 'em in about an hour to change the rules they had been working on for a year and a half. They legislated themselves an advantage.

There's a big disparity between the new cars and the '89s with the diffuser." One team that has adapted an older car successfully is Tony Bettenhausen's, which tore apart his 1989 Lola and rebuilt the tunnel to 1990 specifications. "We didn't have any idea of what taking away 20 percent of the downforce would do to the '89 Lola," he said. Bettenhausen put his AMAX Lola-Buick on the inside of Row 5 with a 218.368-mph qualifying time. "We're not kidding anyone," he said. "There are seven cars that can win the race the three Penske cars, two Newman-Haas cars and two Galles-Kraco cars.

Companies have found ways to compensate for the lost underside downforce, and the new cars actually are faster than last year. But that has created an enormous gap, both actual and political, with the slowest cars. Those built before this year, which had designs balanced by more under- side airflow, all were significantly slower when retrofitted with diffusers.

When drivers of pre-1990 cars tried to maintain speed in the corners by staying flat-out on the power, they often crashed. In the first two weeks of practice at the speedway, 10 cars either had crashed or spun out of control. All 10 were pre-1 990 cars. All lost control In the corners, where less downforce means less traction. Not surprisingly, the fastest drivers with the new cars say the new rules are just fine.

"The new rules worked. If they didn't, everybody would be running 230," said Rick Mears. Said Al Unser who drives a 1990 Lola: "I'm all for the downforce restrictions. They slow the cars down in the corners. If we didn't have the restrictions, we'd probably be in the 230s somewhere." Added Mario Andretti, who also has a new Lola: "At no time have there ever been different rules to accommodate weaker teams.

Several teams have chosen to go with older cars. Some have done a lot of work and made the necessary adjustments to those cars. The only ones complaining are the ones who don't know what's going on. They think they can buy a car and everything will work perfectly." However, not everyone has the financial andor technical ability of the Penske team of Mears, Fittipaldi and Danny Sullivan; the Galles-Kraco team, with Al Unser Jr. and Bobby Rahal, or the Newman-Haas team of Mario and Michael Andretti.

Less-affluent teams must try to compete with less costly equipment. The diffuser has made the poor get poorer. At first, older cars were not to be affected by the change.
