rules. It's a never-ending battle at the Indianapolis Motor Speedway. Except for minor setbacks, speed inevitably wins. But never has technology so humiliated attempts to control it. This year, trying to make Indy safer and more competitive, rules makers sought to lower speeds by reducing aerodynamic downforce on the vehicles.

The goal was to make cars less stable in the four corners, forcing the drivers to slow down a bit. To achieve that goal, 1990 cars were required to cut the size of under-car air channels by 20 percent, and existing cars were to be fitted with a two-inch diffuser that would do the same thing. So what happened? Emerson Fittipaldl broke all previous records in qualifying and the 33 cars in the field for Sunday's 74th Indy 500 averaged 217.437 miles an hour. That is almost one mph faster than the average of last year's field, despite the fact that five cars are slower than the slowest time of last year. "It's ridiculous," said Didier Theys, a Belgian road-racer who will start from the seventh row in a 1989 Penske-built car.

"The plan was to make everybody closer in speed and more competitive. But this year, the field is faster at the top and slower at the bottom." Joe Negri, a Buick engineer, said there are three ways to change the downforce created as the air passes a 220-mph race car: 1) with the wings mounted front and rear on the cars; 2) by the shape of the car's body, and 3) by the underside of the car. Attempts to get too much downforce from the wings or the body shape also can create drag, which slows cars on the straightaways.
