(AP) As pickets marched in the snow Tuesday, city officials delivered an amended contract offer to striking city workers in a brief bargaining session. Union leaders called for a meeting Tuesday night to discuss the proposal, which an aide to Evansville Mayor Michael Vandeveer said contained no major concessions. Aide Chris Weaver said, however, that the closed-door noon meeting did bring about minor alterations in the pact.

The offer rejected Friday provided an additional 38 cents an hour, plus $540 for clothing. Tuesday's meeting marked the first bargaining session since the 340 hourly workers walked off their jobs Saturday.

Also meeting Tuesday were members of the Fraternal Order of Police, who are considering a 1981 contract offer from the city. The police contract expired last week, but police are not on strike. Should police decide to offer the proposal to the full membership, a vote could take place Thursday. Details of that pact have not been released. Highway budget cuts blamed for layoffs STAR STATE REPORT Rockport, Ind.

The layoff of three Spencer County highway employees, who allegedly threatened two county officials, is a budget-cutting move and not politically motivated, says the president of the board of county commissioners. "Everything seems to have quieted down' since county commissioners threatened to seek a court order to stop the former employees from making additional threats, said Joseph J. Harlen, board president, Tuesday. In light of this new situation, "we decided to hold and not seek the court order, he added. Harlen said the three employees were among 22 highway department workers laid off because of funding problems and a seasonal slowdown in work.

He said although there may be some feeling that the layoffs were politically motivated. "I made my judgment on the record of people doing their jobs. The two new commissioners on the three-member board who took office Thursday are Republicans and replaced two Democrats, explained Harlen. Harlen, who is in his year as a commissioner, also is a Republican. The three workers, laid off Dec.
