"We're just hoping that within that time, the public will be generous," Mrs. West said. Fund raising plans include a Citizens Forum Day; during which forum members will solicit small contributions on Monument Circle and at city shopping centers. The organization also plans a membership drive.

THE BOARD of directors and the Operations Division had been working as two arms of the organization. The board determined policies and raised money, and the operations group carried out those policies. Mrs. West said the board approved a plan to unify the two arms so they would work as one. The Operations Division had earlier charged that its members were being excluded from decision-making.

Mrs. West said 10 vacancies on the board will be filled by members of the Operations Division. Founded in 1964 by Mattie Coney, the organization launched neighborhood cleanup programs, rat control projects and the Helping Hand program. By EUNICE McLA YEA-TROTTER Citizens Forum, an organization that stresses self reliance and neigh-borliness among inner-city resi- dents, will build its treasury to solvency in the next 90 days or close its doors. The board of directors Wednesday agreed that tthe all volunteer Operations Division will be responsible for raising money, said Phyllis M.

West, forum board chairman. LINDA JONES was appointed interim executive director, formerly a paid position held by Shirley C. Williams. She had been the forum's director since the retirement of Mat-tie Coney, the organization's founder. With the exception of a secretary, other paid staff postions have been terminated.

And actually, no money is available to pay the secretary, she said. The organization, praised by several American presidents, has delinquent bills totaling $2,900. Mrs. West said. "Despite all the publicity, we have not had one contribution of even 10 cents." she added.

Commission chairman William J.

Watt told commission members the appropriation will be committed to pay for land acquisition and utility relocation to keep the zoo project on schedule. CONSTRUCTION ON the J37.5 million zoo facility on the west bank of White River is scheduled to get under way next year, with part of the zoo to open in 1986. As the commission proceeds with plans for the zoo, bids to relocate Washington Street south of the park, will be opened Tuesday by the state Department of Highways. Watt said. In other action, the commission accepted a report indicating there will be no negative impact on neighborhoods on the west side of the park.

The study by the Department of Metropolitan Development indicated it represented a significant opportunity for jobs for persons in those neighborhoods, said Michael D. Vollmer, chairman of the commission's neighborhood task force. THE COMMISSION also first agreed and then backed away from granting the Beveridge Paper Co. an easement across park property so the firm can install natural gas. A question was raised whether the firm plans to install expensive equipment that the park would later have to buy when it purchases the company's property for park use.

An earlier appraisal by the park commission placed a value on the paper company property at more than $4 million. Ck3AHAI the more personal, personal computer people COMPUTER CENTERS Downtown: 133 S.
