Philippines Hundreds of brown envelopes containing cash were passed out at a downtown political rally Thursday night for leaders of the ruling party of President Ferdinand Marcos, the mayor of Manila has admitted. The distribution of the cash at a rally for the Kilusang Bagong Li punan (KBL) or New Progress Party, witnessed by a Miami Herald correspondent, was an apparent violation of Philippine election laws and cast doubt on the honesty of the parliamentary elections coming up Monday. Manila Mayor Ramon Bagatsing also acknowledged Friday in an interview with the Herald that he urged the crowd of KBL ward captains in a speech at the rally: "Please accept this little help, the grace coming from the first lady." He was referring to Imelda Marcos, the president's wife.

THE MAYOR spoke in the native Filipino Tagalog language at the Thursday night rally, but his words were heard by the Herald reporter and translated on the spot by an interpreter. I Friday morning.
