PAGE 1&-SEC. 2 Motive a mystery in of top Lake County ST4 TT If KMT East Chicago, Ind Jay Given walked down a flight of stairs from the Elks Gub, passed the entrance to the Jockey Club and started toward a set of double doors that would lead him onto Magoun Avenue. He never made it. As he walked toward the lobby of the building, someone fired a 45-calibcr handgun at him from close range. The bullet entered the back of his head and came out the front, drilled through the doors leading onto the avenue and landed 45 feet down the street. He was rushed to St. Catherine's Hospital, but the man who had a reputation of being one of Lake County's most powerful Democrats was pronounced dead shortly after the shooting at 11:15 p.m. May 15. While police struggle to find a suspect or motive, one question that hangs over the investigation is whether Given was killed by a paid assassin. GIVEN, 52, city attorney for East Chicago from 1960 to 1974, was a lawyer by trade but had spent years working in the Democratic Party While never a candidate himself. Crawford called the shooting a "shocking killing" that stunned Lake County. Crawford believes Given's career as a political mover and shaker peaked six or seven years ago. During the height of Given's power, his law firm represented almost every city agency here, Crawford said. Given had been feuding recently with some members of the city council and city administrators. Crawford said. "I'm not sure why, but he (Given) was pretty much pushed out of (representing) the city. GIVEN IS THE second East Chicago politician to be murdered in two years. In early 1980 police found the body of Hank (Babe) Lopez, East Chicago's parks superintendent, sitting in his city-owned car in the Calumet River, A heavy stone had been placed on the accelerator of the car. Crawford said there was no link between the two cases except for the way Lopez died. He had been shot in the back of the head with a .38-caliber pistol. "It was clearly an assassination-style killing," Crawford said. The Lopez murder remains unsolved. The month after the body was discovered, a State Board of Accounts audit reported that nearly $10,000 in parking and rental fees collected by the parks department was missing. BECAUSE LOPEZ ALSO was active in Democratic politics and was a former offi-' cial of United Steel Workers Local 1010, "there is a lot of pressure on to solve the cases," Crawford said. East Chicago police have set up a hotline, 219-392-8430, for use by residents with information and as a means to talk to some of the people at the fund-raiser and "start weeding out some names of possible suspects," police said.
