Washington (AP( First Lady Nancy Reagan and comedian Bob Hope were the headliners Monday at a gala celebration of the 10th birthday of Wolf Trap Farm Park, the only national park for the performing arts. Cloudy skies put a damper on the gala, however, forcing cancellation of an open-air reception and dinner for more than 1,300 of Washington's political, diplomatic and social elite. The 3 12-hour show on the vast Filene Center stage was to go on, however, led by Hope. AMONG THE SPECIAL guests were President Reagan's wife, honorary chairman of the Wolf Trap Foundation board of directors; Vice President and Mrs. George Bush, Interior Secretary James G.

Watt; Mrs. Jouett Shouse, founder of Wolf Trap, and Broadway producer Zev Bufman, the gala chairman. It's almost summertime, when theatergoing is easy and usually good. This agreeable pastime is more widely available in June, July and August than at any other time of the year, because of 'playhouses operating in all parts of the state, especially resort areas.

The latest to report its plans for the summer of '81 is the Enchanted Hills a not-for-profit professional theater on the shore of Lake W'awasee at Syracuse, northeast of Indianapolis, which is opening its season with a production of "Oklahoma!" Its schedule also includes "Oliver," July 1-5 and 8-12, "The Fantasticks" July 15-19, "The Time of Your Life," July 22-26; "Kiss Me Kate," July 29-Aug. 2 and Aug. 5-9: and "Show Boat," Aug. 12-16 and 19-23.

(, Jill Stover, producing director of the Enchanted Hills Playhouse, is the first in the area to schedule "The Time of Your Life," which should be a hot item right now because of a renewal of interest recently following the death of its playwright, William Saroyan. It's a play that should be ripe for revival. ENCOURAGED BY a $5,000 grant from the Indiana Arts Commission, Miss Stover has collected an impresssive technical staff to function with a company that includes professional actors, singers and dancers from all parts of the Middle West, who come to Enchanted Hills for pre-Equity experience and to make their mark in summerstock.
