Alice. The general manager of the city's public television station for 16 years announced his resignation Monday morning, just before the unveiling of a new survey showing widespread support for greater state funding of public television. Citing his age and a desire to slow down, Frank Meek. 68, informed personnel at WFYI (Channel 20) of his plans to resign effective Dec. 31.

On Jan. 1, he will become general manager of WFYI's for-profit subsidiary, Meridian Telecommunications Service (MTS). The executive committee of the Metropolitan Indianapolis Public Broadcasting Inc. (MIPB) board of directors will conduct a nationwide search for his successor. MIPB president Charles E.

Wilson said the group hopes to name Meek's replacement by late October. Wilson praised Meek's contributions to WFYI. "Without a doubt, after (the late) Ardath Burkhart. Frank Meek is the reason we have PBS in Indianapolis," he said. Referring to "Ardath's Army," the group of women whose campaign for a local public TV station resulted in WFYI's creation, he said.

"Without Frank Meek. Ardath's Army would have lost the war." "If I'd known what was going to be involved (in running WFYI), I'd never have taken the job." Meek laughed during an interview. The native of Caldwell. Idaho, became WFYI's general manager in 1972, when the station still had trouble making its payrolls. Then, the station had three black and white cameras, a signal that barely reached downtown, nine employees and an annual budget of $221,000.

Today, WFYI has modern equipment, a signal available over a 48-mlIe radius, 74 employees and a $3 million budget. Meek said he is resigning because "I'm getting to the age where I'm needing time to myself, I had planned to step down at age 65 and didn't, because they felt they still needed me. "But I worked 31 years in the military (the U.S. Air Force), and I've been here 17 years," he said. "That's 48 years, a long time without a rest." As part of his duties, Meek oversaw MTS.

which does video and audio work and produces a morning agricultural report airing on about 50 stations nationally. He wants to increase the subsidiary's activities and expand its contribution to WFYI's budget. "I'm hopeful the state legislature will be giving the station more money, based on the survey we heard today," he said. Meek was referring to a statewide telephone survey of 526 Indiana residents conducted in April by Emmis Research of Indianapolis for the Indiana Public Broadcasting Society. The results were made public Monday during a teleconference between Emmis Research officials and reporters statewide.

Two-thirds of those surveyed said the state should provide an average $2 per person per year to fund public television. Based on Indiana's population of 5.5 million, that's about $10 million. Nickelodeon Frank Meek person annually for public TV. The $10 million figure is "obviously not going to happen." but will be used as a starting point to persuade the legislature for more funding, said Lou Gerig. president of the public relations firm Howard S. Wilcox Associates. Other survey highlights: Eighty-six percent of those surveyed said public television was more Important than public libraries, community theaters, orchestras, museums, vocational schools, public parks and educational or public radio.

Nine out of 10 people In Indiana watch public television. Nine out of 10 of those surveyed (even those who never watch public television) said public children's programs are better than those elsewhere. Eight out of 10 consider public television a good alternative to the commercial channels and part of a cultural and educational environment conducive to attracting business to Indiana. For the survey, Emmis Research talked to 108 people in the Indianapolis area, which has a television audience of more than 1 million. Dr.

James Riggs of Emmis Research said IPBS paid more than $6,000 for the survey. Readers write Kimberly Helton of Indianapolis writes.
