He doesn't deny that operating stations in trouble has been rough. "We had to keep explaining ourselves forever," he declared. But he is proud of the qualified people who worked for him during the period who have since gone on to good jobs with other stations in town. Among them is the sales manager of WXTZ, sales manager of WNTS and sales manager of WNDE.

AS RUMORED, Tom Brokaw, NBC's White House correspondent for the last three years, will replace Jim Hartz as host of the Today Show shortly after the GOP National Convention in August, the network has announced. Brokaw will not do commercials on the show, a change from the program's often criticized practice. Hartz will stay with the show as a "travelling co-host" doing outside the-studio projects. NBC said no successor to Brokaw on the White House beat has been named as yet. THE PUBLIC Broadcasting Service will devote the entire evening of July 7 to covering the White House state dinner for Britain's Royal Family.

PBS coverage will begin at 8 p.m. and go to roughly 11 p.m. Robert MacNeil, Jean Marsh arid Julia Child will anchor the program with the help of BBC commenator Frank Gillard. in and instruct his motherless son (Lance Kerwin)'. A pleasant script about a nice kid with a troublesome father.

If other stations are any criteria, however, they face a long and costly hearings procedure before a permanent license is granted. Indianapolis Broadcasting which is the new owner of WIFE-AM, has indicated that it would like to be a temporary interim operator of the station until a coalition of applicants can be formed, which is the normal procedure in such a situation. JERRY KUNKEL, general manager of WIFE-AM believes that there is insufficient time for such a coalition to be formed by the Sept. 2 deadline and therefore is hopeful that the stations proposed move will be accepted by the FCC. About applying for the permanent license, Kunkel and his board have not reached a decision.

Evidently, the corporation's lawyer estimates that going through the hearing process for a licensee would cost in the vicinity of $150,000 in legal fees. Kunkel cited an article in the February edition of Billboard Magazine about station KRLA in Los Angeles which has been in limbo for 13 years without a permanent owner. Contending applicants have spent some $12 million in legal fees over the years trying to gain the license, according to the story. MEANWHILE Bob Kiley, former general manager of the two stations, indicated yesterday that he is in process of forming a group called Radio Circle City which intends to file for the interim operation. In addition, Kiley said he has resigned as general manager of WIFE-FM and intends to go into the advertising agency business this summer.
